
Dien Bien is a key area in ensuring national defense and security, building a comprehensively strong border area. Clearly defining the political tasks, in the period of 2019 - 2024, the emulation movement to win of the provincial armed forces has achieved many important results, creating a great change in political awareness and implementation of training tasks, combat readiness of units. The Party Committee and the Provincial Military Command have paid attention to building the provincial armed forces to be strong in politics, ideology, ethics, organization and cadres, considering this an important criterion in implementing the emulation movement to win. Party committees and commanders at all levels have done a good job of political and ideological education, improving political capacity, moral qualities, and lifestyle for cadres and soldiers. Over the past 5 years, the provincial armed forces have completed 100% of the content and programs of political education, dissemination and education of law for the subjects. Officers and soldiers of the provincial armed forces always uphold the spirit of responsibility to effectively carry out the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers". Towards the Victory Emulation Congress and the 75th anniversary of the tradition of the provincial armed forces, agencies and units have had 25 projects and tasks to welcome the congress and actively responded to the peak emulation period from June 10 to July 10 with the theme "Solidarity, creativity, competing to win 2 first prizes, 1 project".
In order for the emulation movement to win to be highly effective, the Party committees and commanders at all levels in the provincial armed forces have promoted propaganda, education, and building emulation motivation for cadres and soldiers. Units have concretized each emulation target into an action program associated with the political tasks and the reality of the unit and locality where they are stationed. In particular, from 2023, the emulation movement "Following the footsteps of Dien Bien soldiers - Going forward to win 3 firsts" has been widely launched throughout the provincial armed forces, making achievements towards the 70th anniversary of the Dien Bien Phu Victory. Each unit, based on its political tasks and local practical situation, concretizes it into an action program to implement the emulation movement to win with specific targets.
Implementing the emulation movement to win, the armed forces of Dien Bien district have deployed comprehensively with many innovations and creativity, associated with patriotic emulation movements and campaigns of localities and units. As a border area, units in the armed forces of the district have advised on building and consolidating the model of "Self-managed border lines and landmarks", "Border communes free of drugs"; building inter-family fire prevention and fighting teams, security and order shock team models... The activities of the models and self-managed teams are associated with the unit's tasks and local reality; attracting people's participation in patrolling, controlling and protecting the border lines and landmarks. Border posts have proactively advised and performed well the task of building and protecting the border, maintaining political security, social order and safety, participating in building a strong and comprehensive border area. The district's armed forces took the lead, not afraid of difficulties, ready to support people in moving people and property, and overcoming the consequences of natural disasters and floods.
In Tuan Giao district, the emulation movement to win has been vigorously deployed by armed forces units, focusing on implementing well 3 breakthroughs: Building discipline, complying with discipline and laws; improving training quality; improving the exemplary capacity of cadres. Through the emulation movement to win, over the past 5 years, the armed forces of Tuan Giao district have completed the training plan with 100% satisfactory results, without any serious disciplinary violations, contributing to building the district's armed forces as "exemplary and typical".
The emulation movement to win is the driving force that motivates officers and soldiers of the armed forces of Nam Po district to perform well in training, be ready to fight, and strive to complete their tasks well. Officers and soldiers of the units have actively responded to the emulation movement "Overcoming the sun to overcome the rain, practicing enthusiastically", "One hour of enthusiasm is better than a day of formality"... The content has been innovated, the training, practice, and rehearsal methods are close to reality; officers and soldiers compete to improve models and teaching tools. Thereby, the armed forces units of the district have completed 100% of the training plan, of which over 80% achieved good and excellent results. Conducting the Nam Po district defense area exercise in 2024 with the operation of the mechanism, live combat, and going through 3 training stages, the armed forces of the district have performed well in advising and rehearsing the operation of the mechanism, ensuring secrecy, safety, science, and principles. The Nam Po district defense area exercise was rated excellent by the Provincial Defense Area Exercise Steering Committee for completing the exercise program content well and ensuring absolute safety.
Each unit and locality that successfully implements the emulation movement to win is the driving force to successfully complete political tasks, continue to maintain and promote the qualities of Uncle Ho's soldiers in the new period. The Emulation Congress to Win is a period to evaluate the achieved results, determine solutions to overcome limitations to be worthy of the tradition of the Dien Bien armed forces "Loyalty - Self-reliance - Solidarity - Creativity - Determination to Win".
