Article 10 of the Law on Fees and Charges stipulates that the subjects eligible for exemption or reduction of fees and charges include children, poor households, the elderly, people with disabilities, people with revolutionary contributions, ethnic minorities in communes with particularly difficult socio-economic conditions and some special subjects as prescribed by law.

In addition, the Ministry of Finance said: The Minister of Finance and the Provincial People's Council also have specific regulations on subjects eligible for exemption and reduction for each fee and charge under their authority.

Therefore, in case it is necessary to regulate the exemption of appraisal fees for dossiers for granting land use right certificates and fees for granting land use right certificates, house ownership rights, and assets attached to land for re-issuance of land use right certificates when people donate land to carry out local traffic works, voters are requested to report to the People's Committee of Vinh Long province to submit to the People's Council of Vinh Long province for decision according to its authority.
