The plan to streamline the apparatus and organizational structure of the Ministry of Industry and Trade is to reduce from 28 units to 23 units, or a 17.8% reduction in the number of focal points.
At the conference to summarize Resolution No. 18, today (December 12), Mr. Tran Quang Huy - Director of the Department of Organization and Personnel (Ministry of Industry and Trade) reported on the implementation progress of the Ministry of Industry and Trade after the meetings and the Ministry's instructions related to the implementation of Resolution No. 18 on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient".
Regarding the proposed plan to reorganize the apparatus at the Ministry of Industry and Trade, in the coming time, the activities of the Party Executive Committees will end, and the Party Committee of the Ministry of Industry and Trade will be established under the Government Party Committee according to the requirements and plans of the Politburo.
End the activities of the Party Committee Office, transfer the tasks to the Party Committee of the Ministry of Industry and Trade. Arrange and consolidate the structure and organization of departments under the Party Committee of the Ministry of Industry and Trade according to the instructions of competent authorities.
Regarding the organizational structure of units under the Ministry, the Ministry of Industry and Trade plans to end the organizational model of the General Department of Market Management. Establish the Department of Domestic Market Surveillance Management based on the functions, tasks and organizational structure of the General Department of Market Management and the Domestic Market Department; transfer 63 local Market Management Departments to the People's Committees of provinces and cities and propose the model of the Market Management Sub-Department under the Department of Industry and Trade.
Merge the Electricity and Renewable Energy Authority and the Electricity Regulatory Authority. Merge the Local Industry and Trade Department, the Department of Energy Saving and Sustainable Development, and the Department of Science and Technology.
Rename the Department of Planning and Finance to the Department of Planning, Finance and Enterprise Management. In addition, convert the functions of some departments and offices of the Ministry.
For other units under the Ministry of Industry and Trade, continue to research, organize, ensure streamlining, effectiveness, efficiency, and reduce internal organizations.
With the public service unit under the organizational structure, proceed to merge the Central School of Training and Fostering of Industry and Trade Officials into the Institute for Research on Strategy and Industry and Trade Policy.
Implementing the above plan, the number of focal points in the organizational structure of the Ministry of Industry and Trade will be reduced from 28 units to 23 units, a 17.8% reduction in the number of focal points.
In addition, the Ministry of Industry and Trade also arranges public service units.
In which, 8 Colleges under the Ministry will be arranged to merge into 4 Colleges in 2024-2025.
Merge the Institute of Research, Design and Manufacturing of Agricultural Machinery into the Vietnam - Hungary University of Industry; merge the Institute of Oil and Oil Plants Research into the Ho Chi Minh City University of Industry and Trade.
The Ministry of Industry and Trade continues to study and develop a plan to rearrange other public service units under the Ministry and complete it and send it to the Ministry of Home Affairs before January 15, 2025 to synthesize and report to the Prime Minister for consideration and decision.
For enterprises under the State Capital Management Committee managed by the Ministry of Industry and Trade, it will take over the function of representing the state capital ownership for 6 state-owned corporations and groups, including: Vietnam Oil and Gas Group; Vietnam Electricity Group; Vietnam National Petroleum Group; Vietnam Chemical Group; Vietnam National Coal and Mineral Industries Group; and Vietnam Tobacco Corporation.
