DNVN - In Directive No. 03 issued on February 4, Prime Minister Pham Minh Chinh urged the implementation of a series of key tasks after the 2025 Lunar New Year holiday. This includes removing bottlenecks and barriers, and freeing up resources for the development of science, technology, and innovation.

Focus on work

Directive No. 03/CT-TTg signed by Prime Minister Pham Minh Chinh on February 4, 2025 requires relevant ministries, agencies, localities, organizations and individuals, according to their assigned functions, tasks and powers, to immediately focus on handling work after the 2025 Lunar New Year holiday. Especially the work that has not been completed in 2024, the work that is still unfinished due to the Tet holiday, not to delay it and affect production, business activities, socio-economic development, ensuring national defense, security, social order and safety.

The Prime Minister requested ministries, branches and localities to closely monitor supply and demand and prices after Tet, promptly adjust and stabilize the market, and strictly handle price violations.

Urgently complete procedures, allocate public investment capital in 2025, speed up disbursement from the beginning of the year, remove obstacles in key projects, strive to exceed 3,000 km of expressway by the end of 2025.

The Ministry of Science and Technology reviews and completes the mechanism for developing science, technology, and innovation according to Resolution 57-NQ/TW, encourages enterprises to invest in high technology, and submits it to the Government in the first quarter of 2025.

The Ministry of Justice accelerates the appraisal of legal documents, focuses on perfecting the apparatus, disseminating new laws, implementing the General Secretary's direction on innovating the legislative process and building a culture of law compliance.

Finalize the draft growth scenario

The Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate with agencies and localities to closely coordinate, promptly report and explain to the National Assembly agencies in the process of approving the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more.

The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to promote production and business immediately after the Tet holiday, especially in key industries; promptly remove difficulties and obstacles for industrial production projects to put them into operation soon.

Grasp the market situation, supply and demand of goods, especially essential goods, have solutions to regulate production, promote circulation, and boost growth right from the first months of 2025. Closely monitor the import and export of agricultural products at the northern border gates, coordinate with relevant agencies to take timely management measures to avoid congestion.

Continue to direct Vietnam Electricity Group (EVN) and related units to ensure the progress of investment and construction of important power source and grid projects. Urgently issue documents detailing and guiding the implementation of the Electricity Law (amended); mobilize maximum resources to ensure sufficient electricity supply for production and people's daily life in all situations...

Removing bottlenecks in science and technology development

The Ministry of Science and Technology shall preside over and coordinate with agencies and localities to focus on reviewing, amending, supplementing, and synchronously perfecting legal regulations, mechanisms, and policies on science, technology, and innovation development to soon institutionalize Resolution No. 57-NQ/TW of the Politburo. Remove bottlenecks and barriers, and free up resources for science, technology, and innovation development.

Urgently develop policies to encourage businesses to innovate technology and invest in high value-added industries such as information technology, artificial intelligence, renewable energy, high-tech agriculture and smart infrastructure, and submit them to the Government in the first quarter of 2025.

In addition, the Prime Minister requested close monitoring and implementation of solutions to stabilize the gold market. Efforts to complete the goal of having 3,000 km of expressways and over 1,000 km of coastal roads nationwide by 2025. Removing difficulties and obstacles in implementing real estate projects. Proposing appropriate tax and fee reduction policies.

The Prime Minister directed not to organize festivals indiscriminately, causing waste. Strengthen prevention and control of infectious diseases that are at risk of outbreak in the winter-spring season. Support businesses to overcome labor shortages. Support students to return to school after Tet holiday. Support poor and disadvantaged households, households in ethnic minority and mountainous areas.

Fight to prevent crimes that tend to increase in the early spring. Focus on inspecting areas with high risk of corruption and public concern. Strengthen propaganda on traffic safety, fire prevention, food safety and hygiene...
