Right from the first months of 2025, the city's GRDP is estimated to increase by 11.07% over the same period, of which the industrial - construction sector increased sharply by 12.74%, the service sector increased by 9.40%. In the context of the economy still facing many challenges, this growth rate clearly demonstrates the city's intrinsic resilience. State budget revenue in the area also recorded very positive results, reaching 47,873 billion VND, up 44.16% over the same period and equal to over 40% of the year's estimate. Of which, domestic revenue reached nearly 28,538 billion VND, up nearly 50%, clearly reflecting the strong recovery of production and business efficiency. Total investment capital implemented in the area reached 45,390 billion VND, up nearly 16% over the same period. Export turnover in the first quarter reached 8.58 billion USD, up 5.45%; Cargo throughput through the port reached 38.45 million tons, up 6.67% - promising numbers for the seaport economy...

Implementing the theme of the year "Expanding economic and urban space; promoting specific mechanisms and policies; enhancing green transformation and digital transformation", the People's Committee of Hai Phong city has issued a plan and simultaneously deployed a series of key tasks. Regarding the expansion of development space, the city completed the planning dossier of the Southern coastal economic zone, and the Prime Minister approved the investment policy for 4 new industrial parks with an area of ​​over 1,200 hectares. Key transportation projects such as Ring Road 2, seaports, coastal highways, Lao Cai - Hanoi - Hai Phong railway... have been accelerated. In digital transformation, Hai Phong has completed the connection of the video conferencing system to 100% of communes and wards, the LGSP data sharing platform integrated with 24 central systems. Green transformation has also made new progress with environmental monitoring plans, transport energy conversion projects, and many activities promoting sustainable development of industrial parks.

Not only accelerating economic development, Hai Phong city is also a leading locality in streamlining the organizational apparatus in the area. Specifically, reducing 6/20 departments and branches (reaching a rate of 30%); reducing 50 organizations under departments and branches (reaching a rate of 31.25%, exceeding the target assigned by the Central Government by 16.25%). Reducing 27/171 specialized departments under the People's Committees at the district level (reaching a rate of 15.7%). Reducing 104/804 public service units, reaching a rate of 12.9% (exceeding the target set by Resolution No. 19-NQ/TW to reduce 10% of public service units by the end of 2025; including the period from 2022 to present, 185/885 units will be reduced = 21%). Reducing 4/17 associations assigned by the Party and State (reaching 23.5%).

The decisions were implemented on schedule, ensuring stability, publicity and transparency, while issuing additional support policies for redundant staff at the highest level in the country. This is not only an organizational problem, but also a testament to the political determination in building a streamlined, effective and efficient administration, aiming to better serve the people and businesses.

Emphasizing the impressive results in implementing socio-economic tasks in the first quarter of 2025, Chairman of the City People's Committee Nguyen Van Tung affirmed: although the city has resolutely implemented the work of arranging and merging departments and branches, the work is assessed to be very smooth. The city's socio-economic indicators in the first quarter of 2025 continued to develop, continuing to be a bright spot, in the top of the country. Although the district and county police were abolished, the security and order situation continued to be ensured. Regarding the indicators, it was emphasized that the GDP in the first quarter of 2025 increased by 11.07%, although it did not reach the annual plan but was higher than the level of previous years; it is expected to be able to reach and exceed the annual target.

Chairman of the City People's Committee Nguyen Van Tung also emphasized the targets that need to be focused on, along with the tasks that need special attention in leadership and direction. In particular, regarding the disbursement of public investment capital, the City People's Committee Office was requested to review the notices and contents related to the settlement of site clearance at the projects to clarify the addresses and responsibilities, and continue to urge the implementation. In the site clearance work, many projects are slow because the localities mainly focus on propaganda work, not yet resolutely enforce. From the foundation of the first quarter of 2025, Hai Phong city entered the second quarter with a new spirit and determination.
