Hundreds of Hanoi teachers at risk of losing their Tet bonuses

(Dan Tri) - The fact that schools are classified as completely autonomous means that hundreds of teachers in Hanoi may not be able to enjoy the additional income according to Decree 73.


509 cadres, teachers, and civil servants under the city's management wrote a petition letter to Hanoi leaders regarding the inadequacies of Resolution 46 of the City People's Council dated December 10 on regulations on additional income for cadres, civil servants, and public employees.

According to this Resolution, the additional income will apply to cadres, civil servants, and public employees working in Party, State, Vietnam Fatherland Front agencies, socio-political organizations, and public service units whose regular expenditures are fully guaranteed by the state budget under the management of Hanoi city.

This means that teachers at schools that are not covered by the state budget for all regular expenses will not be eligible for additional income.

Previously, Decree 73 of the Government issued at the end of June 2024 stipulated the salary and bonus regime for civil servants, public employees and military personnel. In particular, bonuses are calculated based on outstanding achievements and the results of annual assessment and classification of task completion.

Many schools in provinces and cities have implemented this Decree and rewarded teachers according to their work classification.

However, in Hanoi, more than 100 public high schools and more than 200 primary and secondary schools belonging to the group of public service units that ensure their own regular expenditures do not have access to additional income sources according to Decree 73.

Mr. Nguyen Van Duong - a teacher at Phu Xuyen A High School - shared that in previous years, high school teachers received Tet bonuses depending on the unit. Some places received 500,000 VND, some places received several million VND. As for preschool, primary and secondary school teachers, there was almost no bonus.

"When Decree 73 was issued, teachers were all happy. Because this year could be the first Tet in their teaching career that they will receive a bonus of 4-7 million VND. Therefore, the information that we will not receive a Tet bonus according to Resolution 46 makes us extremely disappointed," said Mr. Duong.

According to Mr. Duong, teachers working in public service units have the same obligations and rights. Just because the school has been classified as a completely autonomous group, it is unreasonable that teachers do not enjoy the same rights as other civil servants working in other public service units across the country.

In November 2023, the Hanoi Department of Education and Training issued Decision 2211 on granting financial autonomy to public educational institutions under the Department for the period 2024-2025. Of these, 121 high schools and 2 kindergartens are eligible for 100% self-sufficiency in regular expenditure. In addition, each district has additional primary and secondary schools in this category.

This autonomy is not essentially due to increased school revenue but due to a change in the form of allocation from budget allocation to ordering.

"The fact that school units are classified as fully autonomous and units that have registered to order educational service prices has prevented us, teachers, from enjoying the additional income from Resolution No. 46/2024/NQ-HDND and Decree 73/2024/ND-CP.

Obviously, these are policies applied to cadres, civil servants and public employees, but we have been left out. Are we still considered educational officials?", wrote a petition from more than 500 teachers.

Ms. Le Thi Diu - a clerical staff at Phu Xuyen A High School - confided: "If we receive this bonus, each teacher and staff will have a great source of encouragement. 4 to 7 million VND is a whole month's salary for me. I hope the city will pay attention and resolve this issue."

Regarding this issue, the principal of a high school shared with Dan Tri reporter that this unit currently does not have the budget to pay bonuses to teachers according to Decree 73 due to the above-mentioned shortcomings. The school is waiting for opinions from the Department of Education and Training as well as the city leaders.
