Red eyes waiting

The principal of a school piloting the ordering of educational service prices (hereinafter referred to as the pilot school) in Hanoi said that the school's teachers, staff, and employees are waiting for the implementation decision of the Hanoi People's Committee.

This person said that before Tet, he received information that the city had approved the proposal of the Department of Education and Training and the Department of Finance to support bonuses for teachers according to the provisions of Decree No. 73. Accordingly, teachers working at pilot schools will be guaranteed benefits according to the provisions of Decree No. 73. At that time, teachers were very happy, everyone hoped to receive a small amount before Tet.

But by December 29 (January 28), the school board had not received any further information, so they had to encourage teachers to receive their bonuses after Tet as lucky money. However, to this day, teachers still have to wait.

According to the provisions of Decree No. 73/2024/ND-CP of the Government stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces, from July 1, 2024, cadres, civil servants and public employees will enjoy a bonus regime based on their work performance and the results of the annual assessment and classification of task completion. The annual bonus fund under this regulation is outside the reward fund according to the provisions of the Law on Emulation and Reward and is determined by 10% of the total basic salary fund.

However, in early January 2025, this team was not eligible for the provisions of Decree No. 73. Because in 2024, the Hanoi People's Council issued Resolution 46 regulating the payment of additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units and pilot schools that were classified as self-sufficient regular expenditure units, not eligible for the bonus provisions of Decree 73.

On January 10, the Director of the Hanoi Department of Education and Training signed Document No. 82/TTr-SGDĐT, sent to the Hanoi People's Committee, requesting the development of a resolution on updating the cost of implementing the bonus regime according to the provisions of Decree 73 and the cost of additional income according to the provisions of Resolution No. 46 of the City People's Council according to the simplified procedures. According to the document, the issuance of a resolution on updating the cost of implementing the bonus regime into the price of educational services issued in Resolution No. 19/2024/NQ-HDND dated October 4, 2024 of the City People's Council is extremely necessary.

In the 2024-2025 school year, Hanoi will have 119 educational institutions under the Hanoi Department of Education and Training and about 250 educational institutions under districts/towns/cities piloting the ordering of educational service prices. Teachers at nearly 370 of these schools have not received bonuses.

Continue sending letters

Many teachers in Hanoi continue to send letters to Hanoi leaders requesting adjustments to the beneficiaries of additional income according to Resolution 46 for cadres, civil servants, and public employees.

The letter clearly stated that Resolution 46 of the Hanoi People's Council has shown the leaders' concern for cadres, civil servants and public employees in increasing their income and improving their lives. However, the Resolution limits the beneficiaries of the resolution. Specifically, cadres, civil servants and public employees working in public service units with revenue (not fully covered by the state budget for regular expenditure) will be excluded.

The fact that most civil servants do not enjoy the increased income according to Decree 73 will lead to negative consequences, because it will create inequality among the ranks of cadres, civil servants and public employees of the city.

According to the teachers' petition, the leaders of Hanoi must resolve the issue from Resolution 46 in its entirety, not just stop at resolving the issue (by year). Teachers in pilot schools will be equal to teachers in other schools in implementing Decree 73, not just stop at resolving it in 2024 as the previous letter requested for help.

Similar situation in Lam Dong

On February 6, sharing with Tien Phong reporter, a teacher in Dam Rong district said that before Tet, everyone saw the document of Lam Dong province's Department of Education and Training about Tet bonus for teachers according to Decree 73, but so far there has been no information at the district level. Meanwhile, many provinces in the Central Highlands have completed the bonus payment according to Decree 73.

Chairman of Lam Dong Provincial People's Committee Tran Hong Thai said that he has directed units to clarify the issue of teachers not receiving bonuses according to Decree 73. According to Mr. Thai, Decree 73 stipulates many subjects, including teachers. Therefore, the Department of Finance, based on the proposal, has instructed education units to proactively use 10% salary savings to pay. In case of shortage, it will submit to the People's Committee and People's Council for additional funding.

“However, basically, only a few education units have proposed additional funding, so the Department of Finance must wait for the overall plan to be submitted to the People's Council. In addition, education units must be proactive in protecting teachers' rights. The Provincial People's Committee always accompanies and supports the education sector,” the Chairman of the Lam Dong Provincial People's Committee emphasized.

The leader of Lam Dong Provincial People's Committee said that he has directed the Department of Education and Training to quickly process the bonus for teachers before February 7. The province is waiting for a report from the Department of Education and Training.
