On the afternoon of December 18, at the Viet Tiep Friendship Cultural Palace, the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Hai Phong City held a conference to announce Resolution No. 169/2024/QH15 of the National Assembly on the organization of urban government of Hai Phong City and Resolution No. 1232/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hai Phong City in the period of 2023-2025.
Comrade Tran Thanh Man, Politburo member and Chairman of the National Assembly attended and directed the Conference. Also attending were members of the Party Central Committee, members of the National Assembly Standing Committee, and leaders of agencies of the National Assembly and the Government.

Speaking at the conference, National Assembly Chairman Tran Thanh Man stated: The implementation of the urban government model and the arrangement of administrative units are in line with the reality and development trends of the city; creating conditions to concentrate resources on land and population, expanding space for planning, focusing on expanding production, effectively promoting potentials and strengths for socio-economic development. At the same time, it contributes to streamlining the apparatus, reducing staff, improving the effectiveness and efficiency of local government operations; saving budget expenditures, contributing to improving the lives of cadres, civil servants and people; ensuring national defense; maintaining social order and safety in the new situation.
On behalf of the Party, State and National Assembly Standing Committee leaders, National Assembly Chairman Tran Thanh Man acknowledged, highly appreciated and warmly commended the efforts and outstanding results in socio-economic development, ensuring national defense and security as well as in the arrangement of administrative units at district and commune levels in Hai Phong City achieved in the past time. The National Assembly Chairman emphasized that the implementation of the urban government model and the arrangement of administrative units requires determination, perseverance and close coordination between all levels, sectors and the people.

To effectively implement the Resolution of the National Assembly and the Resolution of the National Assembly Standing Committee, the National Assembly Chairman requested Hai Phong City to organize the implementation synchronously, effectively, and perfect the urban government organization model in accordance with the spirit of the Resolution, ensuring stability, unity, and no interruption in state management activities and public service provision; quickly perfect the government system at all levels after the arrangement, ensuring unity and connectivity in state management; focus on training and fostering cadres and civil servants to meet the requirements of tasks in the new situation.
To enhance consensus, support and create favorable conditions for the people, the city needs to carry out propaganda and dissemination work well so that people clearly understand the purpose and meaning of the Resolutions. Simplify administrative procedures, especially those related to changing documents and records of people and businesses after the rearrangement; thoroughly resolve problems and recommendations arising during the implementation process; ensure the legitimate rights of officials, civil servants and employees, especially those affected by the streamlining of staff or rearrangement of job positions.
The National Assembly Chairman pointed out that the most important thing is to rearrange administrative units, local socio-economic development must be more developed, businesses must be served more conveniently, people's material and spiritual life must be better; traditional cultural values must be preserved, transmitted and promoted more effectively.
Hai Phong needs to decentralize to the city government in the following areas: urban management, planning, investment, finance, ensuring autonomy and self-responsibility; develop economic and social development policies and strategies suitable to the scale and characteristics of administrative units after the rearrangement; focus resources on developing and upgrading technical infrastructure and social infrastructure, attracting investors and improving the quality of life of people, aiming to become a smart and modern city. The city should strengthen monitoring of implementation to promptly detect and resolve difficulties and problems during the implementation process, especially paying attention to arranging, managing and using headquarters and public assets of agencies and units in accordance with regulations, ensuring savings and efficiency; resolutely fight against corruption, waste, negativity, and nepotism.

To be worthy of its role as not only a growth pole but also a development driving force for the region and the whole country; to become a modern, pioneering city, completing industrialization and modernization early, having a position not only domestically but also regionally and internationally, the National Assembly Chairman said that Hai Phong needs to have specific policies and mechanisms to meet the requirements of development, take off, and enter a new era, the era of national growth.
The National Assembly Chairman noted that Party committees at all levels, the government, the Fatherland Front, and organizations of the city need to thoroughly grasp and effectively implement the direction and wishes of General Secretary To Lam when he visited Hai Phong on November 14: Hai Phong needs to accelerate quality urbanization to match the role and position of a centrally-run city and must proactively link regions, building Hai Phong into a smart, modern city, a model city in terms of experience and livability.
Promoting the tradition of "Loyalty - Determination to Win", the spirit of creativity and pioneering, the National Assembly Chairman believes that Hai Phong will continue to maximize its potential, strengths and resources; reform, innovate, dare to think, dare to do, dare to break through to develop even more strongly. In the immediate future, well implement the Plan of the Central Steering Committee on summarizing the implementation of Resolution No. 18 of the 12th Party Central Committee; strive to successfully implement the Resolution of the 16th City Party Congress and the Resolution of the 13th Party Congress; carefully prepare to organize the Party Congresses at all levels of the city, towards the 14th National Party Congress; the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

On behalf of the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Hai Phong City, Comrade Le Tien Chau, Secretary of the Hai Phong City Party Committee, affirmed that he would promptly absorb the profound and comprehensive guidance of the National Assembly Chairman, supplement and complete programs and plans to effectively implement the National Assembly's Resolution on the organization of urban government in Hai Phong City and the Resolution of the National Assembly Standing Committee on the arrangement of district-level and commune-level administrative units of the city in the period of 2023 - 2025.
Both resolutions will take effect from January 1, 2025. Accordingly, Hai Phong City will organize a one-level urban government model and a two-level administrative model; there will be no People's Councils in districts and wards. At the same time, Hai Phong will arrange district and commune-level administrative units to establish Thuy Nguyen City and An Duong District under the city; reduce 50 commune-level administrative units (equivalent to 23% of the total number of commune-level administrative units in the city, the second largest reduction in the country).
On this occasion, 35 collectives and 61 individuals with achievements in developing the Project, advising on the issuance of the National Assembly's Resolution on the organization of urban government of Hai Phong City and the Resolution of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels of Hai Phong City in the period of 2023-2025 received Certificates of Merit from the Chairman of the City People's Committee./.
