Hai Phong City authorities have established 8 working groups led by leaders of the People's Committee, Department of Agriculture and Rural Development, Military Command, and Hai Phong Border Guard Command, to begin inspecting storm prevention and control work from the evening of July 17, 2023 in all 14 districts in the area.

During the inspections, the working group requested localities to closely monitor the developments of storm No. 1 and strictly implement the instructions of the Central Government and the city. Urgently review, strengthen the direction and inspection of preparations for prevention, control and overcoming the consequences of storms and heavy rains caused by storm circulation.
According to the report of the Do Son District authorities, Hai Phong City, by 6:00 p.m. on July 17, 2023, the locality organized a count, announcement, and called on 152/152 vessels and boats with 512 workers to move to safe storm shelters. Meanwhile, in Tien Lang District, Hai Phong City, by the evening of July 17, the local authorities called on 167 vessels and boats to return to safe shelters and organized the evacuation of 200 people working in aquaculture.

Previously, on the afternoon of July 17, 2023, Mr. Cao Tuong Huy - Acting Chairman of the People's Committee of Quang Ninh province, directly led the working group to conduct inspections in Ha Long City and Cam Pha. Mr. Vu Van Dien - Vice Chairman of the People's Committee of Quang Ninh province, was in charge of inspecting the eastern region of the province stretching from Van Don to Mong Cai. The third working group led by Mr. Bui Van Khang - Vice Chairman of the People's Committee of Quang Ninh province inspected the western region, including the localities of Quang Yen, Uong Bi and Dong Trieu.
At the inspection sites, the leaders of Quang Ninh provincial government requested agencies, units and localities to strictly implement plans to prevent and combat storm No. 1 with the goal of ensuring absolute safety for people and minimizing property damage. In particular, seriously, fully and responsibly implement the instructions of the Prime Minister in Official Dispatch No. 646/CD-TTg dated July 16, 2023 on focusing on responding to storm No. 1 in 2023; Official Dispatch No. 03/CD-UBND of Quang Ninh Provincial People's Committee, immediately implement storm prevention measures according to the motto "3 before, 4 on-site", based on the actual situation and the potential impact of storms, floods in the locality, proactively provide timely information and guide people and units to respond to storms and floods.
According to information from the Quang Ninh provincial government, as of the afternoon of July 17, 2023, all 7,856 vehicles/15,220 fishermen (231 fishing boats over 15 m long; 5,774 fishing boats from 6-25 m; 384 tourist boats, 859 boats, rafts, and local motorboats, 618 other floating vehicles) and 1,872 cages and rafts/1,743 people of the localities had received information about the direction and intensity of storm Talim, proactively moving to safe storm shelters .
