Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested agencies, units and localities to evaluate synchronously, comprehensively, impartially and objectively the implementation of investment projects in production and business outside industrial parks in the province. On that basis, identify and classify the status of the projects to propose solutions.
For projects that are behind schedule due to subjective reasons of the investor, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, assigned the advisory agency to propose a plan to resolutely reclaim the land and terminate the project. For projects that are behind schedule due to objective factors, it is necessary to clearly assess the responsibilities of the investor, the State management agency, and the social impact in order to have an appropriate handling plan. Agencies and units, based on their assigned functions and tasks, advise on handling violations of land, construction order, investment, traffic, industry and trade, etc.
In addition to investment projects managed by the provincial level, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, requested districts, cities and towns to review investment projects managed by localities. From there, thoroughly and synchronously resolve investment projects outside industrial parks in the province.
The Department of Planning and Investment has preliminarily reviewed 1,880 investment projects outside industrial parks in the province. Thereby, 131 projects need to be inspected in practice and evaluated for implementation due to slow progress and implementation not ensuring regulations. The Department of Planning and Investment has classified the projects according to their operational status. Of these, 14 projects have been completed and approved by the Provincial People's Committee for progress adjustment; 61 projects have not been leased land; 56 projects have not been completed and put into operation by investors.
