In the 2023-2024 winter-spring crop, Hai Duong plans to plant 53,600 hectares of rice, a decrease of 695 hectares compared to last year (the decrease is mainly due to the shift to growing vegetables, fruit trees and non-agricultural crops). Early spring rice will be planted from February 1-10, late spring rice will be planted from February 10-28, and direct-sown rice will be planted from February 10-20. In addition, the province plans to plant 10,000 hectares of vegetables and 8,850 hectares of lychee.

In order to achieve good results in the winter-spring crop production, the Department of Agriculture and Rural Development recommends that district-level People's Committees and specialized agencies prepare the best conditions for water collection, ensuring enough water for land preparation, sowing and irrigation. The areas of Tu Ky, Ninh Giang, Thanh Ha and Kim Thanh need to regularly check salinity to ensure water quality before taking it for production.

Direct concentrated planting within the crop time frame and only plant rice varieties included in the provincial and district structure. Do not direct or support rice varieties outside the structure. Absolutely do not trade, advise, or plant rice varieties that have not been officially recognized by the Ministry of Agriculture and Rural Development.

Do not plant when the average day and night temperature falls below 15 degrees Celsius. If the rice dies after transplanting, it is necessary to thin out or replant immediately when the weather is warm. Have a backup plan for short-term rice varieties to be ready to sow in damaged rice seedlings and rice areas, and proactively protect newly planted rice seedlings and rice from the cold.

Strictly check and control the quality of seed sources used to make tray seedlings from machine transplanting service facilities. Do not use uncertified rice or seeds to produce tray seedlings.

For new seed models (if any), require seed suppliers and model builders to sign productivity guarantees with farmers. Report to the Department of Agriculture and Rural Development on the area of ​​implementation, varieties, and planting locations for monitoring, evaluation, and as a basis for recommendations to expand production in the following crops.

Localities urgently harvest winter vegetable fields that are ready for harvest to avoid damage caused by cold rains. Clean the fields and plow the soil as soon as they are harvested, prepare the land for winter-spring rice or spring vegetable planting to ensure vegetable supply after Tet. For newly planted vegetable fields that are still in the growing period, it is necessary to strictly follow safe production processes.

For carrots, chili peppers and crops exported to the Japanese and Korean markets, it is strictly forbidden to mix pesticides at concentrations higher than recommended for watering or spraying, causing food safety and hygiene problems and affecting the reputation of Hai Duong carrots in the market.

Eliminate shoots for areas of litchi that flower and sprout in between. Actively care for litchi to flower and bloom in a concentrated manner, set fruit, develop fruit and ripen smoothly. Strengthen inspection, forecast and direct effective prevention of pests and diseases with specific drugs to protect crops and ensure export standards.
