Two important projects urgently on track

The 300 billion VND project is still facing problems.

Quang Ngai Provincial Convention and Exhibition Center has a total investment of 300 billion VND from the central and local budgets. The project is located in Nghia Chanh Ward (Quang Ngai City) with a harmonious scale, architectural landscape, synchronous technical infrastructure; modern equipment and facilities. After completion, this place will be the venue for major conferences of the province and region as well as important political, cultural, social, economic and commercial activities.

According to the report of the investor (Quang Ngai Province Civil and Industrial Construction Investment Project Management Board), up to now, the conference and exhibition building has completed the entire rough construction; the finishing part, air conditioning systems, fire protection systems, water supply and drainage, indoor lighting, and outdoor technical infrastructure have reached about 90%. Currently, the construction and installation of interior and equipment are being deployed. The outdoor exhibition fair area has completed the entire N6 canal and N6-17 branch canal; the outdoor stage, rainwater drainage system, wastewater, lighting, internal roads, trees, and lawns have reached 70% completion; the wastewater treatment tank and public toilets have completed the entire rough construction, and are installing equipment. The project has disbursed about 226.6 billion VND, reaching 84% of the assigned capital plan.

During the implementation process, this project also encountered some difficulties. In particular, the paving of the sidewalk on the East side of Pham Van Dong Street (from Nguyen Hoang Street to Cao Ba Quat Street) could not continue construction because it overlapped with the project to upgrade and renovate Pham Van Dong Street and the square.

In addition, according to regulations, in order to submit for appraisal and approval of project adjustment (expanding Cao Ba Quat Street), the 1/500 scale detailed planning project of Thien But Park Area (implemented by Quang Ngai City People's Committee) must be approved by competent authority, but this work has not been completed yet.

The specific land price to be applied to the compensation and support plan for the project in 2024 has not been approved by the People's Committee of Quang Ngai City (area of ​​more than 5,500m²), so compensation and support have not been carried out. Therefore, some construction items have not been implemented synchronously.

The plan for organizational structure, financial mechanism, coordination and operation regulations of the Convention and Exhibition Center have not been submitted to competent authorities for approval.

Another project invested by the Quang Ngai Provincial Project Management Board for Investment and Construction of Civil and Industrial Works is the Provincial Center for Disease Control. This project started in early 2023, in Truong Quang Trong Ward (Quang Ngai City).

Quang Ngai Provincial Center for Disease Control has a total investment of 150 billion VND.

The investment scale includes a new 6-storey building; repairing an old 2-storey building and auxiliary items, purchasing equipment, etc. Total investment is 150 billion VND.

Regarding the construction part, the basic construction items are completed, currently the connection to Nguyen Van Linh street is being constructed and the sound system, telephone network, camera, television, and office equipment are being installed.

The value of completed volume to date is about 98.65 billion VND, reaching about 90% of the contract value. For the medical equipment package, the contractor selection plan has been appraised and is being submitted to the Provincial People's Committee for approval.

Ensure efficient operation when put into use

Inspecting the actual site and through the investor's report, Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang acknowledged, commended and highly appreciated the organization and implementation of the projects by the investor, the construction unit and related agencies and units.

Regarding the Convention and Exhibition Center project, the Chairman of the Quang Ngai Provincial People's Committee said that this is a project to serve major events of the province in the coming time and is a project to welcome the Provincial Party Congress for the 2025-2030 term.

To meet this goal, Mr. Nguyen Hoang Giang requested that during the implementation process, in addition to ensuring construction progress, investors and construction units need to pay more attention to quality and aesthetics; pay attention to building the surrounding landscape to create a beautiful, synchronous landscape, ensuring that the project becomes a highlight and symbol of the province in the coming time.

For the Department of Culture, Sports and Tourism, it is necessary to soon develop appropriate operational plans to maximize the use of functions and ensure the effectiveness of the project.

Regarding the Provincial Disease Control Center project, the Chairman of the Provincial People's Committee emphasized that this is an important project in the work of health care for the people. In the coming time, the investor will speed up the progress of the remaining items so that the project can be completed, put into use, and serve the people.

The Department of Health and the Provincial Center for Disease Control arrange functional areas; invest in purchasing appropriate medical equipment, ensuring the project's functionality. At the same time, develop an effective management and operation plan when the project is put into use.

The Chairman of the Provincial People's Committee also requested the investor to review the items of the two projects, and propose that the Provincial People's Committee allow the addition of some necessary equipment to ensure that the Conference and Exhibition Center and the Disease Control Center operate at the highest efficiency when put into use.
