Mobilizing resources to install early warning equipment for natural disasters

Quang Vinh Commune (Duc Tho) is a locality outside La Giang dike, often heavily affected by natural disasters and floods. The locality has recorded historic floods, water levels rising up to 2 meters, causing widespread flooding and property damage.

In that context, in addition to equipping the government and people with disaster response skills, Ha Tinh Irrigation Department also prioritized installing smart flood warning towers at the Community Cultural House combined with storm and flood shelter in Tien Phong village, Quang Vinh commune.

Mr. Nguyen Quang Viet - Chairman of Quang Vinh Commune People's Committee said: "The locality has just been sponsored a smart flood warning tower to help monitor flood water levels in real time and transmit water level data to the management platform via 3G/4G/SMS network. In addition, the system also helps warn of floods exceeding the threshold. When an abnormality is detected, the system will send a warning SMS message to the community and activate the rotating indicator light. Thanks to this system, the Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT&TKCN) from the province to the district, commune and village levels can grasp the water level situation when storms and floods occur. Thanks to that, the PCTT management work is smoother, handling situations during storms and floods is more convenient, especially the evacuation of people".

Mr. Tran Duc Thinh - Head of the Irrigation Sub-Department and Chief of the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control said: "The unit has just completed the installation of 3 smart flood warning towers in Quang Vinh commune (Duc Tho), Dien My commune (Huong Khe) and Cam Due commune (Cam Xuyen). At the same time, 3 automatic water level measuring stations were installed at Duc Xa sluice - La Giang dike (belonging to Bui La Nhan commune, Duc Tho), Do Diem sluice (Thach Son commune, Thach Ha) and sluice No. 4, Huu Phu dike (Dinh Ban commune, Thach Ha).

In addition, many key areas and projects have been installed with cameras to monitor natural disasters such as Duc Xa culvert, Trung Luong culvert of La Giang dike; Ke Go, Song Rac, Ngan Truoi lakes; storm shelters... This is the basis for professional sectors and local authorities to monitor the development of natural disasters in the area in order to promptly have solutions to advise, direct and deploy timely prevention and response plans.

It is known that in the period of 2017 - 2022, Ha Tinh has installed 66 automatic rain gauge stations from many sources. Automatic rain gauge stations are installed in mountainous areas, reservoirs and areas without specialized gauge stations. The gauge stations update rainfall automatically via website, mobile messages, and apps; from there, the government and people can recognize the rainfall to proactively prevent and respond effectively to floods.

Ha Tinh is a locality with a strong maritime economy and a relatively large number of ships and boats. In recent times, the specialized sector has stepped up propaganda and encouraged fishermen to install journey monitoring devices on fishing boats.

According to the Ha Tinh Fisheries Department, the province currently has 104 offshore fishing vessels and 641 offshore fishing vessels that have completed the installation of voyage monitoring equipment. This is one of the mandatory regulations of the European Union to remove the "yellow card" on combating illegal, unreported and unregulated fishing. At the same time, the installation of voyage monitoring equipment for fishing vessels is important to manage fishing vessels at sea. At the same time, it helps fishermen and authorities to have smooth communication to be proactive in rescue, rescue, information about fishing grounds, weather, etc.

Reality shows that natural disasters in the area are evolving in an extreme and irregular direction, placing urgent demands on the hydrometeorological sector in forecasting and warning work. Early and accurate forecasting of natural disasters is a prerequisite for providing effective response solutions and minimizing damage caused by natural disasters.

In recent years, the Ha Tinh Hydrometeorological Department has proactively implemented many tasks and synchronous solutions related to monitoring systems, data information, computing capacity, forecasting technology, human resources and achieved many important results.

Mr. Tran Duc Ba - Director of Ha Tinh Hydrometeorological Station said: “Digital transformation and technology application help improve the capacity of monitoring, supervising and warning of natural disasters. Hydrometeorological data has now been 100% digitized, allowing storage and exploitation of most hydrometeorological data according to forecasting requirements. In addition to upgrading equipment, technology for monitoring, analyzing, forecasting and warning of natural disasters, and applying advanced forecasting technology; the provincial Hydrometeorological Station also promotes research and application of science and technology to improve the effectiveness of natural disaster prevention and control. From there, propose solutions to limit the negative impacts of natural disasters, contribute to socio-economic development, prevent and mitigate damage caused by natural disasters in the area".

In addition, the Provincial Hydrometeorological Station has coordinated to regularly post disaster forecasting and warning information and information on propaganda and dissemination of knowledge about PCTT on the website: pctt.hatinh.gov.vn for people to access. Moreover, information about natural disasters is also regularly updated on PCTT zalo groups such as: Ha Tinh Disaster Information, Ha Tinh Reservoir... in the fastest and most accurate way.

The text message service has promptly provided information, helping the command and management of disaster response at all levels, sectors and localities to be proactive and effective”.
