The plan sets out a number of key tasks, including: promoting the movement of the entire people to protect national security in the new situation in the city; maintaining and expanding the model and effective crime prevention and control clubs; early detection and timely resolution of conflicts among the people; associated with organizing and mobilizing people to commit not to illegally produce, trade, transport, store, and use weapons, explosives, support tools, and fireworks; voluntarily handing over weapons, explosives, support tools, and fireworks; actively participating in detecting, denouncing, preventing, and fighting crimes and violations of the law on weapons, explosives, support tools, and fireworks.
At the same time, continue to conduct general inspections, mobilize all people to hand over and fight against crimes and violations of the law on the management and use of weapons, explosives, support tools and fireworks. Regularly organize inspections of the management and use of weapons, explosives, support tools and fireworks by agencies and organizations under their authority. Proactively advise on the implementation of plans to recover weapons, explosives, support tools and fireworks, and illegal storage in society. Synchronously deploy measures to focus on preventing and fighting crimes and violations of the law on the management and use of weapons, explosives, support tools and fireworks, especially in cyberspace and through postal services. Strictly implement the work of law enforcement in handling reports, denunciations and recommendations for prosecution; investigate and handle crimes and violations of the law on weapons, explosives, support tools and fireworks.
Improve the quality, speed up the process of resolving, strictly and legally adjudicating cases related to weapons, explosives, supporting tools and fireworks. Select and identify major and key cases that are of public interest to promptly bring them to trial, actively and effectively serving the peak periods of attacking and suppressing crimes. Coordinate with information and media agencies on trial results to propagate and educate awareness of law enforcement, the spirit of fighting to prevent and combat crimes related to weapons, explosives, supporting tools and fireworks.
Strengthen state management of cyber security and the postal sector regarding the purchase, sale and transportation of weapons, explosives, support tools and fireworks; effectively serve the work of preventing crimes and violations of the law on weapons, explosives, support tools and fireworks in cyberspace and through postal services; coordinate with domestic and foreign service providers to request the prevention and removal of social network accounts, advertising videos, purchase, sale, instructions and manufacture of primitive weapons, support tools and fireworks in cyberspace.
Implementation time is divided into 4 phases: Phase 1: From now until February 14, 2025, conduct a general review, mobilize the collection, prevent and combat crimes related to weapons, explosives, support tools and fireworks, ensure absolute security and safety for major events and holidays, during Tet in the city; towards celebrating the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025).
Phase 2: Maintain implementation, launch emulation to celebrate the 50th anniversary of the Liberation of the South, national reunification (April 30, 1975 - April 30, 2025), celebrate the 135th anniversary of President Ho Chi Minh's birthday (May 19, 1890 - May 19, 2025), implement up to the 18th Congress of Delegates of the Hanoi Party Committee
Phase 3: Emulate and ensure security and order for the 80th anniversary of the People's Public Security Forces' traditional day and the 20th anniversary of the National Day for National Security Protection;
Phase 4: Continue to implement and launch emulation movements until the 14th National Congress of the Party, welcoming the new era, the era of national growth.
