Hanoi regulates training and development costs in the field of information and journalism.

Kinhtedothi - Hanoi has issued cost norms for public career services in training and fostering in the fields of information - press - publishing, information technology, post and telecommunications.

Vice Chairman of Hanoi People's Committee Ha Minh Hai signed and issued Decision No. 06/2025/QD-UBND dated January 23, 2025 on promulgating the cost norms for public service using the state budget in training and fostering cadres, civil servants and public employees of Hanoi in the fields of information - press - publishing, information technology, post and telecommunications.

Accordingly, promulgated together with this Decision are the norms for public service costs using the state budget in training and fostering cadres, civil servants and public employees of Hanoi City in the fields of information - press - publishing, information technology, post and telecommunications.

The norms stipulate the maximum direct expenditure levels in the training and fostering of cadres, civil servants and public employees in the fields of information - press - publishing, information technology, post and telecommunications, including: Training and fostering in the fields of information - press - publishing, information technology, post and telecommunications for cadres, civil servants and public employees; Intensive and advanced training for cadres, civil servants and public employees in leadership positions; source cadres; cadres, civil servants and public employees performing specialized work in a specific field; cadres, civil servants and public employees who have been trained and participated in similar courses at basic level with the following training forms: direct training, online training, direct and online training, direct training combined with practice, practical training and other combinations of the above training forms. The class size for direct training is 30 students/class; Online training is 100 students/class.

The subjects applying the cost norms issued with this decision include: the Center for Digital Transformation and Information and Communication Training under the Department of Information and Communications; agencies and organizations under the management of Hanoi City using the city budget to organize training and fostering of cadres, civil servants and public employees of Hanoi City in the fields of information - press - publishing, information technology, post and telecommunications.

At the same time, agencies and organizations are encouraged not to use Hanoi City's budget to organize training and fostering of cadres, civil servants and public employees of Hanoi City in the fields of information - press - publishing, information technology, post and telecommunications to apply the Cost Norms issued with this Decision.

This Decision takes effect from February 5, 2025.
