NDO - On December 30, within the framework of the Conference to review the work in 2024 and deploy tasks in 2025, the Ministry of Science and Technology announced the Local Innovation Index (PII) in 2024.
According to the analysis and assessment results of PII 2024, Hanoi continues to be the locality with the highest score, ranked 1st, and Cao Bang is still the locality with the lowest score, ranked 63rd.
Among the 10 localities leading PII 2024, 9 localities are in the group of 10 localities leading PII 2023, one locality (Bac Ninh) left the group to position 11.
In the group of localities ranked from 11 to 30 in PII 2023 (including 20 localities), one locality moved up to the top 10 leading localities (Bac Giang), 3 localities moved down to the group from 31 to 50 (Dong Thap, Tien Giang, Vinh Long), the remaining 16 localities changed their rankings but were still in the top 30 leading localities of PII 2024.
Among the 10 localities leading the PII 2024, there are 5 centrally-governed cities and 5 localities with developed industry and services. Specifically, 3 localities did not change their leading positions: Hanoi ranked 1st, Ho Chi Minh City ranked 2nd and Hai Phong ranked 3rd.

The following localities include: Ba Ria-Vung Tau ranked 4th (PII 2023 ranked 7th), Da Nang ranked 5th (PII 2023 ranked 4th), Quang Ninh ranked 6th (PII 2023 ranked 9th), Can Tho ranked 7th (PII 2023 ranked 5th), Binh Duong ranked 8th (unchanged compared to PII 2023), Thai Nguyen ranked 9th (PII 2023 ranked 10th) and Bac Giang ranked 10th (PII 2023 ranked 11th).
In the top 10 localities leading PII 2024, there are 3 localities in the Red River Delta (Hanoi, Hai Phong, Quang Ninh), 3 localities in the Southeast region (Ho Chi Minh City, Ba Ria-Vung Tau, Binh Duong), 2 localities in the Northern Midlands and Mountains region (Thai Nguyen, Bac Giang), one locality in the North Central and Central Coast region (Da Nang) and one locality in the Mekong Delta region (Can Tho).
Deputy Minister of Science and Technology Hoang Minh said that the assessment results showed the consistency and similarity between the PII 2024 results and the socio-economic development status of localities.
The localities in the leading group are those with favorable natural and geographical conditions (concentrated in the Southeast region and the Red River Delta), with industry-construction and services accounting for a high proportion in the economic structure, with many industrial parks, developed infrastructure and strong learning, technology and innovation activities.
On the contrary, localities in the bottom group are localities with limitations in socio-economic development, geographical location and natural conditions that are not favorable for the development and application of science, technology and innovation in socio-economic development (concentrated in the Central Highlands and the Northern Midlands and Mountains).
The local PII Innovation Index is the only comprehensive index that currently provides a realistic, comprehensive picture of the current status of the socio-economic development model based on science, technology and innovation of each locality.
Vietnam's development of the PII index is highly appreciated by WIPO. WIPO considers Vietnam a model for other countries in the world to learn from in developing a local innovation index based on the global innovation index (GII).
Deputy Minister Hoang Minh emphasized: "Direct comparison of rankings between localities is only relative, not the main purpose of PII because each locality has different conditions, characteristics and development orientations. The PII index provides scientific basis and evidence of strengths, weaknesses, potential factors and necessary conditions for socio-economic development based on science, technology and innovation of each locality, thereby helping local leaders identify and select appropriate policies, orientations and solutions for socio-economic development of the locality based on science, technology and innovation.
In the coming time, the Ministry of Science and Technology will continue to coordinate with relevant ministries, branches, agencies and organizations in perfecting the index framework, methods and calculating the annual PII results; coordinate with ministries, statistical agencies and central organizations to collect data; support localities in learning about the methods, calculation methods, meanings of ranking indicators and methods of collecting and providing information for assessment and ranking; coordinate with agencies and localities to organize the announcement of the annual PII assessment and ranking results.
At the same time, the Ministry of Science and Technology requested the People's Committees of provinces and cities to identify participation in the development and implementation of local innovation indexes as an important and key task to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation to bring the country to strong development in the new era.
