On the morning of November 19, the Hanoi People's Council passed a resolution on the title of Honorary Citizen of the Capital.
The subject of application is foreigners who are considered for the award if they meet the conditions specified in Article 5 of this resolution. Departments, branches, sectors; the Fatherland Front and socio-political organizations of the city; People's Committees of districts, towns, and cities; agencies and units of the city; agencies and units of the Central Government and diplomatic agencies, international organizations in the country and abroad are agencies, units, and organizations that consider, introduce, and submit for the award of the title of Honorary Citizen of the Capital.
The resolution sets out the principles for awarding titles to ensure accuracy, publicity, transparency and timeliness. Each individual is only awarded the title of Honorary Citizen of the Capital once, and the posthumous award is not applied. The authority to award and revoke the title is the Hanoi People's Committee.

The title of Honorary Citizen of the Capital is awarded to foreign individuals who meet the following conditions: Comply with the Constitution, laws, and regulations of the Socialist Republic of Vietnam; have made special contributions to the construction, development, management, and protection of the Capital or to the establishment, expansion, and strengthening of solidarity, friendship, and international cooperation of the Capital.
Awarding process: Departments, branches, sectors; Fatherland Front and socio-political organizations of the city; People's Committees of districts, towns, and cities; agencies and units under the city consider and submit to the Hanoi People's Committee.
Central agencies, units and diplomatic agencies, international organizations at home and abroad consider, have written recommendations and proposals to the Hanoi City People's Committee.
The Hanoi Department of Home Affairs (Hanoi Emulation and Reward Committee) receives the dossier, appraises, and asks for opinions from the Central External Relations Committee, the Ministry of Foreign Affairs, the Ministry of Public Security; agencies and units under the city's management related to the field of activity of the individual proposed for consideration for the title. At the same time, reports to ask for opinions from competent authorities according to regulations on the individual proposed for the award; synthesizes and submits to the Hanoi People's Committee.
In special cases, the Department of Home Affairs (Emulation and Reward Committee of Hanoi City) proposes that the Hanoi City People's Committee report to the competent authority for opinions before deciding to award.
The application dossier includes: A submission and documents from the agency, unit, or organization requesting the Hanoi People's Committee to consider the award and send them to the Department of Home Affairs (through the Hanoi City Emulation and Reward Board); A summary report of the individual's achievements with confirmation from the submitting and introducing agency or unit.
In special cases, the agency or organization that considers the proposal for award shall summarize the achievements of the individual proposed for award and shall be responsible for the achievements of the individual proposed for award. Relevant supporting documents (if any).
The award ceremony for individuals receiving the title of Honorary Citizen of the Capital is held in conjunction with the anniversary of the Capital's Liberation Day (October 10) or the anniversary of major holidays of the Capital every year.
