According to Giao Thong Newspaper, from now until 2026, Hanoi will implement a project to build a grade-separated intersection between Ring Road 3.5 and Thang Long Avenue (section through Hoai Duc district).

The project includes an underpass in the direction of Ring Road 3.5 (old Le Trong Tan Street, now Hoang Tung Street) - National Highway 32 with a total length of 975m and width of 18.5m.

Four prestressed reinforced concrete branch bridges with a total length of more than 2,300m, bridge width of 8.8m, reinforced concrete retaining wall longer than 600m.

The project has a total investment of more than 2,450 billion VND, invested by the Hanoi City Civil Construction Investment Project Management Board.

The construction of the Ring Road 3.5 interchange project with Thang Long Avenue aims to complete the traffic infrastructure system according to the planning, connection, and reasonable exploitation with the built traffic infrastructure.

At the same time, it reduces traffic congestion, contributes to the development of production and business, accelerates the formation of urban areas in the region, and promotes the socio-economic development of the capital in general.

Hanoi currently has 4 underpasses: Kim Lien, Trung Hoa, Thanh Xuan, Le Van Luong. An underpass is under construction on Ring Road 2.5 at the Giai Phong - Kim Dong intersection.

Along with that, Hanoi will soon build the Co Linh underpass - the road leading to Vinh Tuy bridge.

From August 2023, the Hanoi People's Committee assigned relevant units to develop a plan to build an underpass at the Co Linh intersection - the road leading to Vinh Tuy bridge (Ring Road 2) on the Long Bien district side.

The project has a total estimated investment of about 500-700 billion VND, to be implemented in the 2023-2024 period.

The construction part includes closed tunnel, open tunnel, retaining walls on both sides, access roads and barriers at both ends leading down to the tunnel.

The tunnel length is calculated to be about 500m, the cross-section width of each tunnel is about 7.75m (equivalent to 2 motor vehicle lanes in each direction).

After the project is completed, the Co Linh - Vinh Tuy bridge approach intersection will be a 3-level intersection, including an overpass, a road at the existing intersection and an underpass.

In addition, Hanoi will continue to build a number of underpasses along Ring Road 3. In early January 2024, the Hanoi Department of Transport proposed that the city add the Hoang Quoc Viet Road Extension Investment Project to the list of public investment plans for the 2021-2025 period to immediately begin investment preparation.

The investment project to build Hoang Quoc Viet Street, extending from Pham Van Dong to Tran Vy Street (including the tunnel through Pham Van Dong Street), has 4 lanes, with a total investment of 850 billion VND.

The project aims to gradually complete the West Lake - Ba Vi radial axis route, strengthen the connection between Hoang Quoc Viet Street and Tran Vy Street, and reduce the load on Mai Dich intersection and existing Route 32.

The Hanoi Department of Transport said that it proposed the above project after reviewing the implementation of investment in transport projects in the framework transport infrastructure network and forecasting traffic conditions at some important intersections.

According to the city's transport planning approved by the Prime Minister, investment will also be made to build an underpass on the West Thang Long - Ring Road 3 axis and an underpass at the Me Tri - Duong Dinh Nghe - Ring Road 3 intersection.
