Hanoi shortens at least 60% of the time to resolve the establishment and expansion of industrial clusters

Accordingly, for 43 industrial clusters established in the period of 2018-2020, the Vice Chairman of the City People's Committee assigned the Department of Industry and Trade to preside over and urge departments, branches; People's Committees of districts, towns and technical infrastructure investors to urgently complete procedures to speed up the progress of commencement, construction and completion in accordance with Plan No. 20/KH-UBND dated January 20, 2025 of the City People's Committee.

The Department of Industry and Trade regularly reviews and synthesizes the implementation of industrial clusters, proposes solutions in the spirit of "clear people, clear work, clear responsibilities, clear progress, clear results", in which, specific groups: Group of projects that have completed construction of technical infrastructure, promoting investment attraction to ensure compliance with planning, land use functions, correct objects, selectively, effectively, and with quality; group of projects under construction with difficulties and problems that need to be solved to speed up progress and group of projects that have not started construction, have not been allocated land, have problems and responsibilities to solve of each unit.

For 12 industrial clusters that have not been allocated or leased land, the Department of Agriculture and Environment guides investors to complete documents; advise and report to the City People's Committee to carry out land lease procedures according to land law to speed up the construction progress of technical infrastructure of industrial clusters.

Regarding the establishment and expansion of industrial clusters, the Vice Chairman of the City People's Committee assigned the Department of Industry and Trade to continue to preside over and coordinate with relevant units to review and complete documents according to regulations; advise and report to the City People's Committee to establish and expand industrial clusters in accordance with approved planning, creating the most favorable conditions for enterprises to carry out procedures related to investment, construction, and land according to regulations, in order to create a clean space to attract investment in production and business, contributing to the city's growth target of 8% or more in 2025, reaching double digits in the period 2026-2030 and the following years.

The Department of Finance urgently reviews the shortcomings and lack of synchronization between the industrial cluster development policy and the policies on investment, bidding, and land to propose and advise the City People's Committee for consideration; absolutely not to affect the progress of investment and construction of industrial clusters in the city.

Regarding the streamlining and shortening of processing time for groups of work procedures to achieve the city's GRDP growth target of over 8%, in which industrial clusters are among the groups of work procedures that need to be prioritized, the Vice Chairman of the City People's Committee requested relevant departments, branches and units to improve the efficiency of handling administrative procedures, ensuring that the processing time for procedures on the establishment and expansion of industrial clusters is shortened by at least 60% compared to current regulations.
