Hanoi has achieved many important achievements after 40 years of renovation.

In his opening speech, Comrade Dinh Tien Dung, Politburo member and Secretary of the Hanoi Party Committee, emphasized that the summary report fully, objectively and comprehensively assessed the awareness of the Party organization, cadres, party members and people of the capital on socialism and the path to socialism over 40 years of renovation; on achievements; pointed out the results, shortcomings, limitations and causes; drew eight lessons learned and forecasted the situation, proposed viewpoints, orientations, goals, tasks and key solutions, in which nine groups of problems and proposed solutions that the capital needs to solve in the new development stage were identified.

"This is also a document for Hanoi to summarize the implementation of the Resolution of the 17th City Party Congress; prepare for the construction of documents for the 18th City Party Congress", Secretary of the City Party Committee Dinh Tien Dung stated.

The summary report presented by Deputy Secretary of the City Party Committee Nguyen Van Phong and opinions at the conference unanimously affirmed that the practice of building socialism over 40 years of renovation in Hanoi proves the correctness of the process of developing awareness and theoretical thinking about socialism and the path to socialism.

40 years of renovation compared to the history of the Hanoi Party Committee is not long; but it has marked a period full of difficulties and challenges.

The work of Party building and the political system in the capital has always been valued and improved in quality by the City Party Committee.

The political system from the city to the grassroots level is constantly growing in terms of organization, political capacity and leadership capacity.

The capital's economy has gradually shifted from a centrally planned, bureaucratic subsidized economy to a socialist-oriented market economy. Since 1986, the capital's economy has continuously grown, with labor productivity increasing, reaching an average of over 7% per year.

After nearly 40 years of innovation, in the field of cultural development and human resource building, Hanoi has achieved great, quite comprehensive and profound achievements.

From the position of developing friendly cooperative relations with mainly the capitals of socialist countries in order to seek development aid resources; to date, Hanoi has signed cooperation agreements with 61 capitals and cities of other countries; has economic and trade relations with nearly 200 countries and territories and is a member of many prestigious international organizations in the world...

From the experience of nearly 40 years of renovation, Deputy Secretary of the City Party Committee Nguyen Van Phong also pointed out three groups of limitations and shortcomings that the city identified as needing to be focused on solving. These are: economic development has not been commensurate with its potential and advantages; the strengths of resources in terms of capital, science and technology, and high-quality human resources have not been fully exploited; the organization and operation of the political system have not kept up with the requirements of socio-economic development and are not worthy of the requirements of the renovation cause.

To continue sustainable development and overcome limitations and shortcomings, the Hanoi Party Committee will strengthen Party building and rectification, improve the capacity and fighting strength of Party organizations and Party members; build a truly exemplary, clean and strong political system in the capital; steadfastly and creatively apply and develop Marxism-Leninism and Ho Chi Minh Thought in accordance with the reality of the capital in each period.

The city will perfect the legal system on the capital with appropriate mechanisms and policies to meet development requirements in the new period...
