Upgrade 5 existing routes, build 6 new routes

The consultant said that the planning scope studied includes from Hanoi to the center of neighboring provinces including: Thai Nguyen, Vinh Phuc, Phu Tho, Hoa Binh, Ha Nam, Hung Yen, Bac Ninh, Bac Giang. The planning is for the period up to 2030, with a vision to 2050.

According to the Railway Network Planning for the 2021-2030 period, with a vision to 2050, the development of the railway network in the Hanoi hub area will continue, while adjusting a number of radial railway routes to ensure compliance with the new development situation.

Specifically, the national railway through Hanoi follows the Eastern belt line connecting Ngoc Hoi - Lac Dao - Bac Hong - Thach Loi and the Western belt line connecting Ngoc Hoi - Thach Loi (not going into the center of Hanoi). The Ngoc Hoi - Yen Vien and Gia Lam - Lac Dao sections will be converted into urban railways after the Eastern belt line is put into operation. The Hanoi People's Committee will be assigned to preside over the research and investment in urban railway line No. 1 from Yen Vien to Ngoc Hoi.

To concretize this orientation, TEDI-CCTDI Consultants proposed that in the key area of ​​Hanoi City, 8 railway lines will be planned.

Including 5 existing railway lines: Hanoi - Hai Phong route, Hanoi - Lang Son route, Hanoi - Thai Nguyen route, Hanoi - Lao Cai route, Hanoi - Ho Chi Minh City route.

At the same time, planning to build 6 new railway lines. The Eastern belt railway line (Ngoc Hoi - Lac Dao - Thach Loi), the scope is divided into two sections: The section from Ngoc Hoi - Lac Dao connects the Southern route to Ho Chi Minh City with the Eastern route to Hai Phong. The section from Lac Dao - Bac Hong - Thach Loi connects the Hanoi - Hai Phong railway with the Western railway line Hanoi - Lao Cai and the Northern railway line Hanoi - Dong Dang, Hanoi - Thai Nguyen.

The Eastern beltway from Ngoc Hoi to Thach Loi is about 65.1km long, passing through stations in Hanoi including: Ngoc Hoi, Trung Mau, Yen Thuong, Dong Anh, Bac Hong, Thach Loi. In addition, on the route there are Hung Long station and Lac Dao station in Hung Yen province.

The Western Belt Railway (Thach Loi - Tay Ha Noi - Ngoc Hoi) connects the rails on the Hanoi - Lao Cai railway, then the route follows the direction of the road belt 4 (parallel to the outside of belt 4), crosses the Red River at the new Hong Ha bridge, passes through the Ha Dong area and connects to the southern throat of Ngoc Hoi station. The scope of the new Western Belt Railway from Ngoc Hoi - Thach Loi is about 50.2km long, passing through the stations: Phung, Tay Ha Noi, Ha Dong.

At the same time, planning to build new routes: High-speed railway on the North-South axis, the route length in the Hanoi city hub is about 65km, the starting point is the high-speed railway station at Ngoc Hoi complex, the end point is at Km 65+060 in Ha Nam province; Lao Cai - Hanoi - Hai Phong route with a gauge of 1,435mm; Yen Vien - Pha Lai - Ha Long - Cai Lan route; Hanoi - Lang Son route (new construction).

Planning 4 main terminal stations, non-radial national railway

Along with the route planning, the planning consultant has proposed detailed planning for 4 railway hub stations.

Accordingly, Ngoc Hoi station is built in the Ngoc Hoi complex in Ngoc Hoi commune, Thanh Tri district, Hanoi; it is the southern hub station with the main function of receiving and setting up passenger and freight trains for railway routes south of the Red River.

The total land area of ​​the entire complex is about 250 hectares, including: High-speed railway station, regular national railway passenger station, freight station, locomotive factory, passenger car factory, freight car factory, infrastructure maintenance factory, high-speed railway depot... However, according to the consultant, this content needs to continue to be studied and planned in detail along with the process of establishing related projects such as: Hanoi urban railway project line 1 and line 6; high-speed railway project on the North - South axis...

The new Lac Dao Station is built in Lac Dao and Chi Dao communes, Van Lam district, Hung Yen province. Its main function is to organize passenger and freight trains for the Eastern railway lines and to connect and transfer passengers between national railway trains and Hanoi urban railway line No. 1 trains.

The station has the following tasks: Organizing the reception and departure of national railway passengers for the 1,000mm gauge railway lines Hanoi - Hai Phong and the 1,435mm gauge railway line Lao Cai - Hanoi - Hai Phong; receiving and sending passenger trains; dissolving passenger train formation; receiving and sending freight trains; dissolving freight train formation on the eastern route of the hub; technical operations of locomotives, passenger cars, and freight cars; planning land reserves for the development of urban railway stations and depots.

Yen Thuong Station is built in Yen Thuong commune, Hanoi city and Chau Khe ward, Tu Son town, Bac Ninh province; its main function is to set up freight trains for railway lines north of the Red River.

The station has the following tasks: Receiving and sending passenger trains; receiving and sending freight trains; dissolving and setting up freight trains on the routes Hanoi - Lao Cai, Hanoi - Thai Nguyen, Hanoi - Quang Ninh, Hanoi - Lang Son; organizing loading and unloading, preserving goods; technical operations of locomotives and freight cars; planning to reserve land for future station expansion.

The new Yen Vien Station, built in the current Yen Vien Station area, has the main function of being a passenger train station for railway lines north of the Red River and connecting and transferring passengers between national railway trains and urban railway trains on Hanoi Line 1.

The station has the following tasks: Organizing the reception and departure of national railway passengers for the routes Hanoi - Lao Cai, Hanoi - Thai Nguyen, Hanoi - Lang Son, Hanoi - Quang Ninh; receiving and sending passenger trains; dissolving and establishing passenger trains; technical operations of locomotives and passenger cars.

The consultant also gives directions for connecting with other modes of transport. In particular, for passenger stations located in the city center, large urban areas, there is no need to directly connect to national highways or expressways, but urban roads or dedicated roads take on this function.

Regarding the connection with the urban system, tourist areas, and areas with cargo ports, the national railway system in the Hanoi hub area is not expected to operate radially or radially deep into the core urban area. Urban connections will be made through public transport systems such as buses, taxis, and urban railways.
