The above request was stated by the Hanoi People's Committee in an official dispatch on strengthening the implementation of legal regulations on construction and safety control of old apartment buildings, multi-storey, multi-apartment detached houses (commonly known as mini apartments).
Here, the city requires investors and building owners to arrange enough parking space for two-wheeled vehicles; refer to and apply the parking area design for multi-storey, multi-apartment individual housing as prescribed for apartment buildings.
According to this regulation, multi-storey, multi-apartment individual housing projects must ensure a minimum area of 6m2 for motorbike and bicycle parking for each apartment. In case the parking area cannot be guaranteed according to the number of apartments, there must be a plan to park vehicles outside the project.
At the same time, building owners must ensure distance between vehicles, have fire prevention solutions in parking areas; separate parking areas from apartment lobbies and staircases.
The Hanoi People's Committee also requires that electric vehicle charging areas must be arranged separately, ensuring a safe distance from surrounding vehicles. People are not allowed to charge batteries overnight, and the charger must be compatible with the vehicle's battery system.
The charging process must be monitored for safety; apartment owners must provide appropriate specialized fire-fighting equipment to deal with electric vehicle battery fires.
For projects that have been put into use, the city requires districts, towns and cities to review and develop escape plans to ensure safety in case of incidents, mobilize the removal and cutting of tiger cages, create escape routes; review fire escape ladders, escape routes, and add escape routes to ensure compliance with current fire prevention regulations.
For new construction projects, the competent authority strictly controls compliance with legal regulations on planning, construction, fire prevention and fighting, manages the issuance of construction permits, quality management, and construction order management according to regulations.
In particular, these projects need to ensure the design of parking areas, escape routes, power supply systems; fire prevention and fighting systems; organizations and individuals designing and examining designs must have sufficient capacity according to the provisions of law.
For old apartment buildings, the People's Committees of districts, towns and cities are required to immediately implement solutions to minimize the risk of insecurity by developing escape plans to ensure safety in case of an incident, mobilizing people to remove tiger cages, creating escape routes...
The Hanoi Department of Construction also needs to coordinate to speed up progress and complete the inspection of old apartment buildings; propose safety measures for old apartment buildings in general and old apartment buildings with level D danger that have been recommended to evacuate residents...
