According to the report of the Ha Long City People's Council, in 2024, the work of receiving citizens, handling complaints and denunciations of citizens in the city achieved positive results; many pending, complicated and long-standing cases were focused on and resolved, contributing significantly to stabilizing political and social security in the area.

Ha Long City leaders talk with households that have to relocate due to land acquisition for the project in Bai Tho Mountain Cultural Area (Hong Gai Ward)

In 2024, Ha Long City received over 1,700 citizens with 1,201 people (down 53% compared to 2023), with 3 large groups (down 50% compared to 2023). Through citizen reception, the city received 497 petitions (accounting for 27% of the total number of petitions in the province, down 46% compared to 2023), of which 346 were new petitions (down 16% in the number of new cases). The contents of the cases through citizen reception were mainly in the fields of land management, compensation policies, land acquisition, resettlement land prices, planning, construction, etc.

Following the province's instructions, the work of receiving citizens and resolving complaints and denunciations has received attention from state administrative agencies from the city to the grassroots. The city has seriously maintained regular citizen receptions and dialogues between leaders of local Party committees and authorities; many complaints, recommendations and reflections have been focused on resolving right at the grassroots level, preventing the formation of hot spots.

Accordingly, in 2024, the city resolved complaints at a relatively high rate of 90.3%, the rate of resolving denunciations reached 100%, and the rate of resolving recommendations and proposals reached 90.5%.

It is worth noting that the city has focused on resolving many complicated, prolonged petitions, such as: Handling the flooding situation in Yet Kieu ward; the project to build apartment buildings 6,7,8 in Tran Hung Dao ward; illegal aquaculture facilities in the Ha Long Bay area; compensation for land acquisition for households affected by the project to renovate and improve National Highway 18 from Hoang Quoc Viet intersection to Bai Chay bridge.
