Police officers always "serve the people"

In recent years, implementing Directive 05 of the Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, the Party Committee and leaders of Quang Ninh Provincial Police have paid attention to and directed many practical and effective solutions, from which many examples of officers and soldiers with a high sense of responsibility, always "serving the people" have emerged. One of the typical examples is Captain Tran Duc Chien, an officer of the Department of Investigation Police for Crimes of Corruption, Economy, Smuggling, and Environment, Quang Ninh Provincial Police.

In 2013, after graduating from the People's Police Academy , comrade Tran Duc Chien was assigned to work at the Uong Bi City Police, then transferred to work at the People's Police Academy. In 2018, he completed his master's training course and returned to work at the Department of Investigation Police on corruption, economic crimes, smuggling, and environment, Quang Ninh Provincial Police. With the enthusiasm of youth, no matter what task he undertakes, comrade Tran Duc Chien actively learns, always draws experience, enthusiastically contributes, and increasingly matures in his work.

Captain Tran Duc Chien was trusted by his superiors and assigned many important tasks, especially advising his superiors in directing key work topics.

Lieutenant Colonel Bui Duy Hung, Head of the Police Department for Investigation of Crimes of Corruption, Economy, Smuggling, and Environment, said: Captain Tran Duc Chien is a young officer who is very passionate about his work, actively researching and learning. When assigned any task, no matter how difficult, he always strives to complete the task with the best results.

Over the years, Captain Tran Duc Chien has been trusted by his superiors and assigned many important tasks. He and the unit have proactively advised his superiors to effectively direct key work topics, focusing on a number of prominent topics and fields that have received attention from all levels, sectors and people. Notable are the programs and plans to direct and guide the fight against crime of the Economic Police force; comments on draft amendments and supplements to laws, decrees, circulars, directives, resolutions, programs and plans of all levels related to ensuring security and order; performing well is the permanent focal point task of the Provincial Police in advising and synthesizing the results of the work of preventing and combating corruption and negativity in society; Participated in building dozens of working topics with over 250 reports, plans, discussions, and official dispatches of all kinds to serve the unit's consulting and synthesis work well, which was recognized and highly appreciated by the unit's leaders and professional teams.

In particular, in 2023 alone, Captain Tran Duc Chien directly participated as Secretary of the Project Board in the fight, dismantling and handling of 13 major projects on corruption, positions, economics and smuggling. Notably, the project fought against a group of subjects with serious violations in construction supervision, construction, acceptance and settlement of payments contrary to the provisions of the law, leading to poor quality of the project, causing damage to State property at the Project to strengthen and upgrade the dike, embankment to prevent landslides on the Cai Ca river bank combined with the coastal road of the Quang Ninh Provincial Sports Center. At the end of the project, 03 defendants were arrested and prosecuted for the act of Giving and receiving bribes of 150 million VND and 04 defendants for the act of Violating regulations on investment in construction works causing serious consequences, causing damage to State property of over 4 billion VND. Or the special project to fight against the mineral smuggling ring from Vietnam to China through Bac Luan II border gate, Mong Cai city. At the end of the fight, the Special Project Board dismantled the ring consisting of Vietnamese people colluding with Chinese subjects from May 2020 to August 2020 to successfully smuggle 200 shipments of metal ore to China, worth about 200 billion VND, illegally earning 6 billion VND, and prosecuted 16 defendants and 01 legal entity for the crime of Smuggling. The project aims to clarify the criminal network of illegally trading invoices and documents for state budget payment in Quang Ninh province and Hai Phong city, with a huge amount of money (about 800 billion VND); prosecuted 10 defendants for the crime of "Illegal trading of invoices and documents for state budget payment", 07 defendants for the crime of "Tax evasion"...

Captain Tran Duc Chien was recognized and honored as one of the 10 Outstanding Young Faces of Quang Ninh province in 2023.

Not only being energetic, responsible and creative in professional work, Captain Tran Duc Chien also shows enthusiasm, dynamism and creativity in the activities of the Union. He always enthusiastically participates in the youth's creative and volunteer movements, contributing to creating a widespread influence and a vibrant competitive atmosphere among the youth. He has advised on organizing many seminars and discussions between the Party Committee, unit leaders and union members, officers and soldiers on professional work, building working style and manners, behavioral culture, answering aspirations and problems in work topics, creating unity from will to action within the unit, bringing trust, helping union members, officers and soldiers to strive and practice with peace of mind.

Many projects and works bear the mark of comrade Tran Duc Chien, such as: The program of visiting, examining, screening, and performing free eye surgeries for poor children and children in especially difficult circumstances throughout the province; the voluntary blood donation program "Red drops of love for compatriots and beloved comrades"; the program to support poor students to overcome difficulties, students in difficult circumstances in Ba Che district, Tien Yen district, Binh Lieu district; the program to propagate and raise legal awareness for organizations and individuals in the province; the program to improve IT skills, foreign languages, and basic professional work of the Economic Police force...

With his tireless efforts and endeavors, Captain Tran Duc Chien has been awarded the title of "Emulation Fighter at the grassroots level" for many consecutive years, and has been awarded Certificates of Merit and Certificates of Merit by the Minister of Public Security and the Director of the Provincial Police Department. In particular, in 2023, he was recognized and honored as one of the 10 Outstanding Young Faces of Quang Ninh province. This is a great source of encouragement, adding motivation for Captain Tran Duc Chien to continue studying, training, striving and maturing, contributing to further beautifying the beautiful image of the People's Police soldier "Bravery, humanity, serving the people".
