There are contractors 7 months ahead of schedule.
Undertaking the construction of package XL01 of the Ho Chi Minh road project, Chon Thanh - Duc Hoa section with a length of 31.5km stretching from Bau Bang district to Saigon river bordering Tay Ninh province, Deo Ca Group is achieving positive results after a year of accelerated efforts.

Mr. Pham Van Hung, Deputy General Director of Deo Ca Group, said that up to now, the construction output of the unit has reached 57% of the contract value, 5% faster than planned. At the entire construction site, about 200 personnel and 110 machines and equipment have been mobilized by the contractor, with the goal of completing the assigned work before April 30, 2025, shortening the progress by 7 months.
As for the bridge category, in 2024, the contractor will complete 4/6 bridges. To date, Suoi Tre Bridge has been completed, and 3 more bridges will be completed in the near future, of which 2 bridges are 1 month ahead of schedule, namely Phuoc Hoa Canal Bridge and Cay Truong Bridge.
Mr. Hung said that the construction conditions in the past were not easy, especially in terms of materials. According to the survey records, there were 6 mines that were assessed as eligible for exploitation. However, in reality, when implementing, the mining licenses of these mines all expired. The source of materials was difficult and unstable, the contractor had to look for additional mines in remote locations with higher costs.
In addition, the main route section under construction by the contractor is about 600m long and 6 intersections have not yet been handed over to the local authorities. The entire package also has 22 points related to technical infrastructure. "The contractor really hopes that these problems will be resolved soon," said Mr. Hung.
Still stuck with land, unfavorable weather
In contrast to the contractor’s results in the Chon Thanh – Duc Hoa project, the contractor’s construction output at the Ho Chi Minh Road project, Cho Chu – Trung Son Intersection, has not met expectations due to site bottlenecks. More than 50% of the locomotives at the site are idle.
A representative of the XL01 package management board of Son Hai Group said that out of the total length of nearly 13 km through Thai Nguyen province, the locality has handed over about 10 km. The remaining 16 km through Tuyen Quang province has not yet been handed over by the locality.
“In terms of total output, the contractor has only achieved 15% of the contract value. If the site is favorable, this figure will not be less than 40%,” the contractor representative informed.
For nearly a month, the site clearance difficulties have been gradually resolved, but the construction area of the Hoa Lien - Tuy Loan project has fallen right in the rainy season, blocking the foundation construction.
As one of the three project construction units, Colonel Nguyen Tuan Anh, Deputy General Director of Truong Son Construction Corporation, said that in addition to mobilizing households that have not agreed, from December 7, 2024, Hoa Vang district has implemented a plan to protect the construction site so that contractors can construct items that determine the project's progress.
As for stone materials, the mines in Da Nang have reached their full capacity. Receiving the recommendations of investors and contractors, Da Nang City has directed the Department of Natural Resources and Environment to resolve the issue. It is expected that by early 2025, the capacity of the mines will be increased by about 2 times.
“Due to the rainy season, for over a month now, the number of days the contractor has been able to work on the construction site has been very limited. As soon as the weather improves, we will add more construction teams to regain progress,” Mr. Tuan Anh shared.
Stick to the locality to solve each bottleneck
Providing an overview of the implementation of the 4 component projects serving the connection of Ho Chi Minh Road in 2025, Mr. Nguyen Vu Quy, Director of Ho Chi Minh Road Project Management Board, said that immediately after the groundbreaking ceremony, the investor requested contractors to focus resources, make the most of the available land and favorable weather to speed up the progress.
As of the first week of December 2024, the Hoa Lien - Tuy Loan section project reached 35%; the Chon Thanh - Duc Hoa section project reached more than 44%; the Rach Soi - Ben Nhat, Go Quao - Vinh Thuan section projects reached nearly 16%; the Cho Chu - Trung Son Intersection section project reached more than 4% of the contract value.
Admitting that currently, many items of the projects have not met the expected progress due to the site, according to the project management board leader, at the Cho Chu - Trung Son Intersection project, the site clearance work of Tuyen Quang province is very slow.
The locality is still stuck with the procedures for checking and signing land acquisition maps before approving compensation plans according to the 2024 Land Law. In reality, only 1.24/16.7km, equivalent to 7.4% of the area, has been advanced by the contractor to households to have construction site.
For the Hoa Lien - Tuy Loan project, the land transfer rate is 99%, but in reality, there is still 1.5km of construction that has not been completed, related to households that have not recovered their assets, demolished their houses, or have not received compensation.
At the Chon Thanh - Duc Hoa section project, the problem lies in cases where there have been previous decisions to recover land but no payment has been made, cases where a part has been paid, cases where payment has been made but the remaining part is supplemented with support and resettlement policies...
Particularly in the Rach Soi – Ben Nhat and Go Quao – Vinh Thuan projects, the land will be mainly handed over from September to October 2024. Some locations have been handed over but are still unfinished and have no access roads.
Localities are actively working with people to remove each bottleneck. The project management unit will continue to closely follow localities to speed up site clearance and prioritize material mines for projects.
The Ho Chi Minh Road project started in 2000 and has so far completed 2,488/2,744km (over 90%) and about 258km of branch lines. The remaining 256km/5 component projects are under implementation.
Of which, nearly 170km/4 component projects will complete investment and construction from now until 2025, including: Cho Chu - Trung Son Intersection section, total length 29km through Thai Nguyen and Tuyen Quang, scale 2 lanes, design speed 60km/h.
The Hoa Lien - Tuy Loan section is over 11.5km long through Da Nang City, with phase 1 investment of 4 lanes and a design speed of 80km/h.
The Chon Thanh – Duc Hoa section is nearly 73km long, passing through Binh Phuoc, Binh Duong, Tay Ninh and Long An. The first phase will have 2 lanes.
The Rach Soi – Ben Nhat, Go Quao – Vinh Thuan section is nearly 52km long through Kien Giang and Bac Lieu, with a scale of 4 lanes and a design speed of 80km/h.
The 87.5km Co Tiet - Cho Ben section has been submitted to competent authorities for investment policy approval.
