Sowing “red seeds” in non-state enterprises. Part 1

Developing Party organizations and Party members in non-state enterprises (NSEs) is always a difficult task, even very difficult. However, determining the important role of enterprises, in the face of the continuous growth of the private economy, the above task becomes even more urgent. In order to have "red seeds" in the private enterprise sector, many resolutions, policies, and creative approaches have been implemented.

Difficulties and bottlenecks in the story of developing Party organizations and Party members are being gradually resolved, so that non-state enterprises can develop sustainably.

Lesson 1: Positive signals

With many correct guidelines, suitable policies and flexible and creative approaches, in recent times in Binh Thuan, the work of developing the Party in non-state enterprises in the province has achieved encouraging results, in the right direction.

The "pink bricks"

Recalling the day he joined the Party, Mr. Nghia still feels very honored and proud.

“Arise, all slaves in the world, rise, all those who are miserable and poor”… Every time the music of the Internationale plays, Mr. Nguyen Trong Nghia – Director of Cong Thanh Agricultural Cooperative (Duc Linh district) feels moved, touched, honored and proud. Although it has been 2 years since he joined the Party, at this moment he still feels like it was just yesterday.

Mr. Nghia shared that being admitted to the Party was the greatest honor of his life. Before the Party flag and the spirit of Uncle Ho, he recited the oath. From that moment on, he was aware of his responsibility to the Party, to his comrades and to his work.

“In 2021, I was one of 95 new party members of DNNKVNN admitted to the party. Being in the Party has been a long-standing desire. Therefore, in my work, I always strive and contribute, completing the tasks assigned by the Cooperative. I will strive to be more exemplary in my work, bringing the Cooperative to further development, contributing to the local economic development,” Mr. Nghia added.

Currently, the Cong Thanh Agricultural Cooperative Party Cell has 7 party members. Every month, in the Party Cell meetings, party members are informed and updated with new policies of the Party, State policies, and information from the province and district to apply appropriately to develop the cooperative. During these meetings, party member Nguyen Trong Nghia, in his role as Director of the Cooperative, discussed and proposed ideas and solutions to expand the scale of cooperative activities right in his hometown for the Party Cell to consider and give opinions on developing in the right direction, following the trend of a socialist-oriented market economy. With innovative and creative thinking, party member Nguyen Trong Nghia has worked with the Party Cell to gradually develop the Cong Thanh Agricultural Cooperative, supporting farmers and exploiting the advantages of the agricultural land of Duc Linh and Tanh Linh.

As for Ms. Nguyen Thi Bich Ngoc (head nurse of the Examination Department), after many years of working at An Phuoc General Hospital (Phan Thiet City), in early July 2022, she was honored to join the Party. Talking about her training and striving process, Ms. Ngoc said that she has always tried to do well the assigned work, always taking the lead in participating in movement activities and activities launched by the union and the unit. "Being in the Party is something I have longed for. Therefore, when I became a Party member, I tried even harder to train and strive to be more worthy of this honor," Ms. Ngoc confided. According to Ms. Ngoc, thanks to participating in the Party organization, she feels more mature in all aspects, from work to life, working style and manners. She also understands better the guidelines, policies and strategies of the Party and State to implement and propagate to many other colleagues.

Party Congress at An Phuoc General Hospital

The Party Committee of An Phuoc General Hospital is one of the enterprises outside the state sector. The Party Committee has 3 affiliated Party cells with 71 Party members. Mr. Phan Ngoc Hung, Party Committee Secretary, said that the Party Committee and affiliated Party cells pay special attention to the work of developing Party members. Every year, plans are made for implementation, based on the assigned plans and targets, specific targets are identified for appropriate monitoring and training. Thanks to that, the work of developing Party members at the Party Committee is carried out smoothly, always achieving and exceeding the targets assigned by the superior Party Committee, and the quality of Party members is improved. According to Mr. Hung, enterprises with a Party organization will have their role and position enhanced, customers will trust them, the Party Committee and the hospital leaders will lead, direct, and do business more firmly, and cadres, workers, and employees will be assured. “Enterprises with party organizations will be exemplary and pioneers in their activities as well as in fulfilling social responsibilities, protecting workers, and fully participating in tax obligations... Enterprises with a strong party member force will always be pioneers, creating an enthusiastic atmosphere of competition in production, and offering advice to help enterprises develop stably and sustainably,” Mr. Hung added.

Effective ways

At the end of June, the grassroots Party cell of Son My Industrial Park Infrastructure Investment, Construction and Trading Joint Stock Company was established with 3 party members. This is an important milestone in the new development of the Company. At the same time, it is also an important task of the Party Committee of the Agencies and Enterprises Bloc of Binh Thuan province in building the Party organization and developing party members in private economic units.

Adding an organization is to increase the strength and fighting power of the Party. Clearly identifying that, in the past time, in order to carry out this work well, the Party Committee of the Provincial Agencies and Enterprises has proactively reviewed and contacted companies and private enterprises under its management that have sufficient conditions to establish a Party cell. Before the establishment of the Party cell, the Party members of the above Company participated in activities at the Party cells where they reside. With close attention to propaganda and mobilization work, in addition to the shortcomings in the process of activities in performing their own tasks, and at the same time, deeply aware of the importance of building a Party organization in the enterprise, the company's leaders and Party members all wish to establish a Party cell.

Identifying the mass force of workers in enterprises with a fairly large number, increasingly improved cultural and professional levels, the majority of whom are conscious of training, striving, and have pure motivation to join the Party. In 2021, the Party Executive Committee of the Provincial Agencies and Enterprises Bloc issued Resolution 07 on promoting the development of new party members among the direct production workers. Accordingly, after 2 years of implementing the resolution, Party committees at all levels in the Bloc Party Committee, especially Party committees in enterprises, have paid more attention to the development of new party members among the direct production workers; have developed plans with specific goals and tasks for implementation. As a result, up to now, 70 party members have been considered and admitted among the direct production workers. Of which, 35 party members were admitted in 2021, 35 in 2022, and 43 in the first 6 months of 2023. According to the assessment, the admitted party members have professional qualifications and skills; have a sense of responsibility, and complete assigned tasks well; have a sense of organization and discipline, a steadfast political stance, a healthy lifestyle, and are exemplary.

Workers are given attention as a source of Party development.

To strengthen and facilitate the work of developing party members in enterprises, the Provincial Party Standing Committee issued Regulation No. 2123-QD/TU, dated June 2, 2020, stipulating "the establishment, organization and management of party organizations, political and social organizations in enterprises and cooperatives in the province"; issued Instruction No. 05-HD/TU, dated April 20, 2022 on admitting private business owners into the Party. In addition to general directives, the Provincial Party Standing Committee has completed the Steering Committee for Party building and people's organizations in non-state enterprises in the province, with the Standing Deputy Secretary of the Provincial Party Committee as the Head of the Steering Committee; accordingly, district-level Party committees have established steering committees to promote the work of developing party members, union members, and association members, establishing Youth Union, Association and party organizations in non-state enterprises in the locality.

In particular, in the face of the situation where party members working in non-state enterprises in the locality are facing difficulties in party activities, the Provincial Party Committee Standing Committee has directed the Provincial Business Bloc Party Committee Standing Committee to establish Party Cell 426-2, which is a Party Cell combining party members who are business owners and party members working in non-state enterprises without a party organization for activities. This Party Cell has promoted its pioneering and exemplary role in performing the task of organizing the Party and party members; doing a good job of discovering, training, and introducing new party members of private enterprises to the Party for consideration of admission. With the results from the time of its establishment, the Party Cell had 3 party members but now has 24 party members, of which 7 private enterprise owners are party members. Thereby, a number of enterprises that had no party members, or had party members but no party cell, have strived to admit enough members to establish new party cells at the enterprise. In the past 3 years, from 2020 to 2022, the entire Provincial Party Committee admitted 273 party members in non-state enterprises, of which 267 party members were admitted from the workforce of enterprises and 08 party members were private business owners, bringing the total number of private business owners admitted to the party to 10 comrades; the number of newly admitted party members in party organizations in non-state enterprises has increased gradually over the years.

Currently, the province has 67 party organizations with 1,367 party members operating at party bases in state-owned enterprises; of which the Party Committee of the Provincial Agencies and Enterprises Bloc has 10 party bases, and the district, town and city party committees have 57 party organizations. It can be said that the development of party organizations in non-state enterprises has contributed to improving the production and business efficiency of enterprises, effectively performing the role of leading party members and workers and propagating and mobilizing business owners to properly implement the Party's guidelines and policies and the State's laws; working with enterprises to remove difficulties in production and business and promptly making recommendations to higher-level Party committees and authorities to create favorable conditions for enterprises to operate.
