Da Bac district is known as the poorest area of Hoa Binh province with the proportion of ethnic minorities accounting for nearly 90%. In remote communes and villages, people's lives face many difficulties. Due to complete dependence on nature and unstable water sources, water shortages often occur during the dry season.

From the capital of Project 1, under the National Target Program 1719, Da Bac district has focused on supporting water tanks to ensure the need for clean water for daily life for more than 700 ethnic minority households, in 16/16 communes in the area. No longer having to face the worry of water shortages during the dry season, now Ms. Nguyen Thi Dau and dozens of poor households in Cao Son commune (Da Bac district) can rest assured when accessing clean water. Ms. Dau said that before, when there were no water tanks, her family had to use old barrels to store water, without lids, so the water used for daily activities was not hygienic. Since being given a large capacity water tank, her family has been more secure and no longer worries about a lack of water during the dry season. When it rains, her family also has more supplies to ensure food and daily activities.

In Lac Son district, implementing Project 1 of the National Target Program 1719, the locality has allocated more than 14 billion VND to support 4,848 poor ethnic minority households and poor Kinh households living in communes and villages with special difficulties in domestic water. Of which, 4,630 plastic water tanks were supported; 169 households were supported with water pumps, and 43 households were supported with water pipes.

For nearly a year now, Mr. Quach Manh Hung's family in Thuong Coc commune, Lac Son district has had access to clean water. Mr. Hung shared that his family of 8 has a high demand for domestic water, but due to economic difficulties, the family only has a small water tank. During the dry season, the family has to store water in jars, buckets, and basins, so the water is not enough for use, nor is it hygienic. With the attention of the Party and the State, the family was supported with a water tank, so they are very excited because they have enough clean water for daily activities.

According to the Ethnic Minorities Committee of Hoa Binh province, in recent times, with resources and policies of the National Target Program 1719, localities have focused on investing in developing essential infrastructure works to serve people's lives in difficult areas of ethnic minorities and mountainous areas. In the period of 2021 - 2025, the total capital allocated to Hoa Binh province is over 212 billion VND to implement solutions to the shortage of residential land, housing, production land, and domestic water. With the allocated capital, the whole province has supported 696 ethnic minority households with housing; supported job conversion for 2,621 households; supported over 14,900 households with scattered domestic water; built 37 domestic water works. In addition, localities also pay special attention to implementing well the work of hunger eradication, poverty reduction, vocational training, job creation; supporting health care, education and training. Up to now, the whole province has had 8/59 extremely difficult communes recognized as having completed new rural construction and escaped the extremely difficult status; the poverty reduction rate in ethnic minority areas in the province reached 2.9%; the poverty rate in extremely difficult communes decreased by an average of 6.39%/year.
