From January 1, 2025, Quang Nam will merge Nong Son and Que Son districts to establish a new Que Son district; merge 16 commune-level administrative units (AUUs).
Thus, since Resolution No. 1241 took effect, Quang Nam has 17 district-level administrative units (14 districts, 2 cities, 1 town); 233 commune-level administrative units (190 communes, 29 wards and 14 towns).
Focus on internal solidarity
In Project 5362 dated July 19, 2024 of the Provincial People's Committee submitted to the Central Government for appraisal and approval; after the arrangement of administrative units, the number of redundant staff is quite large, with a total of 352 people.
Of these, there are 45 cadres and civil servants in the Party, Fatherland Front and socio-political organizations at the district level, 70 cadres, civil servants and public employees (CBCCVC) of the district People's Committee, 40 health service officials; 142 cadres and civil servants at the commune level and 56 part-time workers at the commune level.
The plan for assigning staff to Que Son district (new) is clearly stated in the project: Enter the original number of civil servants, public employees, and workers of party agencies, government agencies, the Fatherland Front, socio-political organizations, and public service units of Nong Son and Que Son districts.
At the same time, transfer and allocate staff to Que Son district (new) corresponding to the number of civil servants and public employees present (except for education). The remaining staff will be used to streamline the staff according to the roadmap and considered for supplementing agencies, units and localities if necessary.
The educational career establishment remains the same as the number assigned at the beginning of 2024.
During the process of developing the project and until Resolution No. 1241 of the National Assembly Standing Committee was issued, the Standing Committees of Nong Son and Que Son District Party Committees always coordinated to prepare the contents for the establishment of the new Que Son district.
Up to now, the draft projects have been completed, such as establishing a party organization after merging two districts; establishing specialized agencies of the Party, government, and mass organizations; preparing workplaces for agencies and units...
Mr. Dinh Nguyen Vu - Secretary of Que Son District Party Committee said that after the merger, Que Son district (new) will establish a Steering Committee to carry out related work contents and resolve them step by step.
However, the issue that the Standing Committees of the District Party Committees of the two localities are most concerned about at present is personnel work. There is no solution to the arrangement of 13 redundant department heads in all three blocs of the Party, the Front, and the government in a way that is both harmonious and serves the development of the locality.
According to Mr. Vu, calculating and selecting personnel to arrange for the position of department head and division head in Que Son district (new) is a difficult problem. The Standing Committees of the two districts must do ideological work, thoughts and aspirations, based on conditions, standards, work strengths, including surveying the staff.
“The cadre work is led by the Party. For a long time, the two localities have been very united internally, but if we do not do a good job in selecting cadres to arrange department/office heads in the new district, there will be disunity.
With the difficulties as analyzed, the two localities suggested that the province pay attention to transferring surplus cases to the provincial departments, or to other districts with shortages of staff. Que Son also rotated cadres to communes to innovate leadership and management at the grassroots level," said Mr. Vu.
Building criteria for arranging redundant staff
Personnel work, including the plan to arrange department/office head staff, specifically the selection of people to be assigned to 28 department/office head positions in Que Son district (new), is the content that received much attention and discussion from the Steering Committee on urban development and arrangement of administrative units of Quang Nam province at the meeting on November 5.
Ms. Tran Thi Kim Hoa - Director of the Department of Home Affairs acknowledged that selecting officials to hold the position of chief in Que Son district (new) among the current chiefs of Que Son and Nong Son is very difficult.
The Standing Committees of the two districts need to report specifically so that the Standing Committee of the Provincial Party Committee can give general instructions, and the specialized agencies of the province will coordinate implementation; in which, specific principles for selecting cadres for each position will be determined.
Regarding this issue, Chairman of the Provincial People's Committee Le Van Dung proposed that the Steering Committee on urban development and arrangement of administrative units of the province assign the Department of Home Affairs to coordinate with the Provincial Party Committee's Organization Board to develop detailed and scientific standards for department heads and heads of departments of Que Son district (new), on that basis, select cadres for arrangement.
Comrade Le Van Dung suggested that for example, for two people currently holding the same position of department head in two districts, it is possible to calculate the priority of selecting personnel in the district Party Committee. Or, consider reviewing the standards and training level to choose a more suitable person for the position of department/office head.
“The Standing Committees of the District Party Committees of the two districts sat together to discuss these criteria. The Department of Home Affairs and the Provincial Party Committee's Organization Board monitored and guided to unify the selection criteria, without favoring either side.
"We must be fair, objective, and democratic in selecting department heads at the new district administrative unit. Only then can we promote the spirit of solidarity and unity in the organization of Que Son district after the merger" - Chairman of the Provincial People's Committee Le Van Dung expressed his opinion.
Provincial Party Secretary Luong Nguyen Minh Triet - Head of the Steering Committee for urban development and administrative unit arrangement of Quang Nam province emphasized that the work of arranging the organizational apparatus and arranging redundant staff is an extremely important task.
There needs to be a complete plan, specific instructions, and a combination of different solutions to solve the problem in the most harmonious and reasonable way. The immediate task is to arrange for chief and deputy chief officers at the new Que Son District Administrative Unit.
Comrade Luong Nguyen Minh Triet assigned the Provincial Party Committee's Organizing Committee to advise the Provincial Party Committee's Standing Committee to issue a plan to establish an organizational apparatus to arrange personnel for district and commune-level administrative units to implement the arrangement for the 2023-2025 period of the province, to be completed before November 15, 2024.
"The Provincial Party Committee's Organizing Committee shall coordinate with the Department of Home Affairs to advise the Provincial Party Committee's Standing Committee on guidelines for the arrangement of surplus cadres managed by the district level.
As well as advising on the decision to establish a Working Group on the arrangement of administrative units, proposing the arrangement of cadres in Que Son district (new). With the assigned responsibility, this group has products for the Standing Committee of Que Son District Party Committee (new) to decide on cadre work..." - Comrade Luong Nguyen Minh Triet directed.
