Gia Loc resolutely handles violations to keep roads clear and sidewalks airy

Multiple violations

In Gia Loc town, there are many very narrow streets, with houses located close to the road. Many people make canopies, awnings, and place advertising signs on the sidewalks, extending out into the road. In the Nguyen Che Nghia street area (near the welcome gate), in the afternoon, people also sell goods on the sidewalks, even on the road, making traffic very complicated. After each market, the garbage is not collected in time, making the streets messy.

Le Loi town area (Le Loi commune) is about 700 m long, located on provincial road 393, with Le Loi commune People's Committee, Le Loi Secondary School, Le Loi Primary School and Duc Loc Company Limited. In recent years, business and trading activities in the town area have been bustling, while Anh market has been degraded and overloaded, so some traders in the market have encroached on the road and sidewalk to sell goods, causing congestion during rush hour, posing a potential risk to traffic safety and environmental sanitation.

According to statistics from Gia Loc District People's Committee, from 2021 to 2024, in the district, there were 209 violations of traffic infrastructure, construction of temporary shelters and roofs, encroachment on roadsides and sidewalks for markets and stalls... The District People's Committee coordinated to handle 125 violations and required households to sign a commitment not to re-offend.

Processing effort

To restore traffic order and handle acts of encroachment on roads and sidewalks, in August 2023, the People's Committee of Gia Loc town established an "Urban Order Management Team" consisting of 5 members. The team reviewed violations on the roads, coordinated mobile propaganda, distributed leaflets so that households could proactively remove violations, and signed commitments so that households would not re-offend.

In cases of procrastination and intentional failure to strictly comply with regulations, the team will resolutely handle them. After Vo Nguyen Giap Avenue was put into operation, more than a dozen households set up tents on the roadside to sell goods. Gia Loc Town People's Committee announced and requested households to proactively dismantle them, but Mr. Nguyen Dinh M. (residential area No. 2), Do Minh T. (residential area Nga)... have not complied. At the end of 2024, Gia Loc Town People's Committee mobilized machinery and human resources to dismantle these illegal tents.

For the welcome gate area, members of the team often come and go every day to check and remind, so recently there are no more vendors around this area. Mr. Cao Tho Khoa, Vice Chairman of Gia Loc Town People's Committee said: "The town established a Zalo group on traffic safety so that each cadre and civil servant, when encountering traffic violations, can take a photo and post it to the group. On that basis, members of the Urban Order Management Team will come down to handle the situation. Every day, members of the team check the streets. On Saturdays, Sundays, holidays, and Tet, the inspection is increased, the team even checks in the evening. Therefore, the situation of traffic safety corridor violations in the town has decreased significantly".

In Le Loi commune, at the end of 2023, the People's Committee established a "Le Loi Commune Public Order Assurance Team". In 2024, a "Traffic Order and Safety Assurance Team" was established in all villages, assigning tasks to part-time police forces to participate in ensuring public order. Members are responsible for propagating, reminding, and organizing families near the road, at risk of violating traffic safety corridors, to sign a commitment not to violate. Thanks to that, violations of traffic safety corridors in the town area have decreased significantly.

In the afternoons, along Highway 37, from the Gia Loc Industrial Park gate through Hoang Dieu Commune, there are many motorbikes and cars selling goods.

In the process of handling violations of traffic safety corridors, localities also encountered many difficulties. A representative of the People's Committee of Hoang Dieu commune said that in the afternoons, along National Highway 37, at the gate of Gia Loc Industrial Park, many motorbikes and cars of people from other places stopped to sell goods. When the authorities arrived, they moved to another place and when there were no authorities, they returned, making propaganda and handling difficult.

The representative of the Economic, Infrastructure and Urban Department of Gia Loc district said that in order to maintain the achieved results, Gia Loc district continues to request localities to strengthen propaganda and raise people's awareness in complying with traffic safety regulations. With 74 cases of repair and temporary construction of sheds in front that basically do not affect traffic safety, it is recommended that superiors temporarily allow the status quo to be maintained; assign the People's Committee at the commune level to establish a management record, and in cases that affect traffic safety, it will be cleared. For the Gia Loc industrial park gate area, in the long term, the District People's Committee directs the People's Committee of Hoang Dieu commune to plan a market for people to trade...
