Civil servants and public employees on business trips are paid room rates up to 700,000 VND/day.

The Ministry of Finance has just issued Circular No. 12/2025/TT-BTC amending and supplementing a number of articles of Circular 40 after 8 years of implementation, regulating the regime of business trip expenses and conference expenses. Leaders, civil servants, public employees, and workers when going on business trips will be paid according to actual expenses or a fixed amount.

According to actual invoices, with valid documents as prescribed, leaders at the ministerial level and equivalent positions are paid 4 million VND per day for accommodation, regardless of destination. This level is 1.5 million VND higher than the current level and 1 million VND higher than the draft at the end of 2024.

Deputy Ministers and equivalent positions are paid 2 million VND per day for accommodation when working in a centrally-run city; 1.8 million VND when returning to the provinces. This level is an increase of 700,000 - 900,000 VND compared to the current level.

Leaders with a position allowance coefficient of 0.8 - 1.2 who go on business trips to central cities will be paid 1.2 million VND per day for room and board; 800,000 VND if going to other provinces.

Officials, civil servants, public employees and workers on business trips to centrally-run cities are paid 1.4 million VND for room for 2 people per day and 1.1 million VND when going to other localities.

With the form of contract, The accommodation fee for leaders at the ministerial, deputy ministerial and equivalent positions has been increased to 1.6 million VND per day, an increase of 60% compared to present, regardless of the place of work.

Leaders with a position allowance coefficient of 0.8 - 1.2 are paid 800,000 VND per person per day when working in a centrally run city, and 600,000 VND when going to the province. Other officials, civil servants, public employees, and workers who work in centrally run cities are paid 600,000 VND per day, and 500,000 VND in provinces.

The circular also increases the accommodation allowance, which is an additional support for business travelers in addition to the salary paid by the agency. This amount is calculated from the start date until the end of the business trip. Accordingly, the accommodation allowance is increased to 300,000 VND per day, an increase of 100,000 VND compared to the current level.

In case of a person going on a business trip during the day, the agency leader decides on the accommodation allowance based on criteria such as actual working hours (including time on the road); distance traveled and stated in the unit's internal spending regulations.

Officials, civil servants, public employees, and workers on the mainland who are on business trips or on duty at sea and islands will receive a residence allowance of VND400,000 per person per day, an increase of VND150,000 compared to the current level. This level applies to both working days and travel days at sea and islands.

For some specific sectors, the competent authority shall prescribe the regime for business trips at sea or on islands, and the highest level of accommodation allowance or compensation shall be selected to pay to the business traveler.

The budget for implementing the business trip allowance regime and conference expenditure regime in 2025 will be arranged by ministries, branches, central and local agencies in the assigned budget estimates for implementation.

Circular No. 12/2025/TT-BTC takes effect from May 4, 2025.
