On November 12, officials in the Gaza Strip announced that the Rafah border crossing into Egypt had reopened to foreign passport holders.

The list of people allowed to enter Egypt has been updated to include people from Canada, Romania, Russia, Brazil and Poland. Israel has also opened a second corridor for civilians to evacuate from areas at the heart of its military campaign against Hamas. This corridor is a coastal road that connects to the North-South Highway of the Gaza Strip.

On the same day, Israel confirmed that its forces did not open fire on Al-Shifa Hospital in Gaza City, but there was a clash with Hamas gunmen around the hospital, and said that residents there could still leave the hospital safely. Earlier, activities at Al-Shifa Hospital, the largest in the Gaza Strip, had stopped due to running out of fuel while the Israeli army tightened the siege around the hospital, believing that Hamas had set up a command center underneath.
