Russia responds to ultimatum, sets conditions for ending Ukraine conflict

(Dan Tri) - Russian officials believe that the conflict in Ukraine cannot be resolved within 100 days, unless the US adopts a more realistic approach.

Earlier this week, the Wall Street Journal reported that US President Donald Trump had tasked Keith Kellogg, the president's special envoy for Russia and Ukraine, with ending the conflict in Ukraine within 100 days.

Speaking to reporters on January 24, Russian Deputy Foreign Minister Sergey Ryabkov said the White House must adopt a pragmatic approach to resolving the conflict and that the pace of any such process remains "difficult to predict."

The conflict in Ukraine cannot be resolved within 100 days unless the US adopts a more realistic approach, a Russian diplomat said.

“First of all, I would like to know what basis the American side intends to use to move towards a solution. If they rely on the signals we have heard in recent days, it will not work, either for 100 days or even longer,” Ryabkov added.

Trump, who began his second term earlier this week, repeatedly said during the campaign that he would end the conflict in Ukraine within 24 hours of taking office. A few weeks before his inauguration, Trump revised that timeline, saying he expected to negotiate a peace deal within six months.

President Trump said on January 23 that he is ready to meet with Russian President Vladimir Putin as soon as possible to negotiate an end to the conflict in Ukraine.

In a virtual speech at the annual World Economic Forum (WEF) in Davos, Switzerland, on January 23, Mr. Trump announced a plan to ask Saudi Arabia and the Organization of the Petroleum Exporting Countries (OPEC) to lower global oil prices, arguing that this would help end the conflict by depriving Russia of revenue.

In an interview with Fox News aired a day earlier, Mr. Trump also threatened to impose more sanctions on Russia "if the conflict is not resolved quickly." This is considered an ultimatum from the White House owner to Russia.

Kremlin spokesman Dmitry Peskov said on January 24 that President Putin was ready to talk to his US counterpart, adding that Moscow was "waiting for a signal".

Russia's negotiating terms

The Russian Foreign Ministry said on January 24 that Moscow saw no signs that Kiev or the West were ready to participate in peace negotiations.

"Despite all the statements about the need for peace talks, there are no real steps that Kiev or the West are really ready for these talks. On the contrary, Western military supplies to the Ukrainian army continue, ultimatums to Russia are being issued, the official ban on negotiations remains in place, no steps are being taken to resolve the illegality of the Ukrainian authorities," the Russian Foreign Ministry said.

The Russian Foreign Ministry accused Western countries of continuing to supply Kiev with advanced and long-range weapons, instructors, communications and intelligence tools.

"They have spent up to $ 200 billion on this. Military aid is coordinated by NATO structures and the specially created Ramstein group, which includes 55 countries. Such actions do not create a basis for peace negotiations," the Russian Foreign Ministry stressed.

In addition, the Russian Foreign Ministry also said that the lack of a legitimate Ukrainian authority is a major obstacle to reaching an agreement.

"Zelensky's presidential term ended on May 20, 2024. Russian President Vladimir Putin said that Zelensky would no longer be the legitimate head of state after that and his signature on any document would be legally invalid. As for the Ukrainian parliament, they are still legitimate, but there is no sign that they have the political will for a peaceful solution," the Russian Foreign Ministry said.

"Our approach to a peaceful settlement remains unchanged. We are ready for dialogue based on the 2022 agreements with due consideration of the current realities on the ground and the positions articulated by Russian President Vladimir Putin in June 2024," the Russian Foreign Ministry said.

At a high-level meeting with Russian Foreign Ministry officials in mid-June last year, President Putin outlined Moscow’s preconditions for resolving the conflict. These included Ukraine withdrawing its troops from territories it had annexed, abandoning its aspirations to join NATO and committing to a neutral, nuclear-free state. Moscow also demanded the lifting of all sanctions imposed by the West.

However, Ukraine rejected Russia's conditions and proposed President Volodymyr Zelensky's "peace formula". In 2022, Mr. Zelensky signed a decree banning negotiations with President Putin.
