The first rains of the season caused Chu Van An Street (Ward 12, Binh Thanh District) to be flooded. After the rains from May 15 until now, in the area of alley 366 and alley 334 Chu Van An (Cay Diep market alley - spontaneous market), there was flooding, garbage was dumped in the alley from house number 334/60 Chu Van An to Phan Chu Trinh Street, causing local congestion, affecting traffic.
In December 2023, the Ho Chi Minh City People's Council approved the adjustment of the investment policy for the project to expand and upgrade Chu Van An Street, from Binh Hoa intersection to Chu Van An Bridge (Binh Thanh District). This 600 m long road will be expanded to 23 m, with a total investment of VND 1,067 billion, including compensation, support, and resettlement costs.

Eight years ago, Ho Chi Minh City also had a plan to expand Chu Van An Street, but because of lack of funding, the project is still "at a standstill". Therefore, people are waiting for the project to start to solve traffic congestion and prevent flooding during heavy rains.
Explaining the flooded alley area of Cay Diep market, Mr. Nguyen Ngoc Minh, Deputy Head of the Urban Management Department of Binh Thanh District, said that this is a low-lying area of Ward 12, the elevation of the alley compared to Binh Hoa intersection is about 4 - 5 m, and compared to adjacent Chu Van An streets and adjacent alleys, it is 1 - 1.5 m lower.
Chu Van An Street is quite narrow, traffic is difficult.
Therefore, when it rains heavily, it will create a strong current with garbage from neighboring areas rushing to block the water intake, leading to local flooding. Through actual inspection and recording the opinions of neighborhood leaders, the drainage system is operating normally. "The flooding is due to heavy rain and garbage from households, the area covering the intake causes local flooding. After about 30 minutes after the rain stops, the water will drain away," said Mr. Minh.
Regarding flood control solutions, a representative of the Urban Management Department of Binh Thanh District said that in addition to educating people not to litter on the streets and to dispose of garbage in designated places, the district will regularly inspect, maintain and dredge the drainage system to promptly handle local congestion.
Approval of compensation plan in June 2024
To fundamentally solve the local flooding situation in this area, the Ho Chi Minh City People's Council has approved the project to expand and upgrade Chu Van An Street. At the same time, the district also reviewed and upgraded the alley surface and changed the drainage flow direction of the alleys, connecting to the Xuyen Tam canal project.
Regarding the progress of the project to expand and upgrade Chu Van An Street, Mr. Minh said that the Department of Transport has approved the project adjustment, with completion time in 2026. In addition to expanding to 23 m, this route will build a new sewer system along both sides, with a cross-section of 0.8 - 1 m, and the final section of the route will have a 2 x 2 m box culvert connecting to the existing sewer system on the sidewalk of Chu Van An Street (section in front of the Ho Chi Minh City Academy of Civil Servants).
Chu Van An Street Expansion Project Expected to Be Completed in 2026
Currently, the Binh Thanh District Construction Investment Project Management Board is coordinating with the Ho Chi Minh City Department of Transport to submit a plan to select a contractor to adjust the project to implement the next steps.
Mr. Minh said that the People's Committee of Binh Thanh District is reviewing to complete the draft policy, compensation plan, support, and resettlement for each household; organizing a bidding to select a unit to carry out the land valuation for compensation and support for the project. It is expected that the compensation and resettlement support plan will be approved on June 24.
The project to upgrade and expand Chu Van An Street (Ward 12, Binh Thanh District) affects 176 households and organizations, with a recovered area of nearly 11,000 m2 , and compensation costs of more than VND 980 billion, accounting for about 92% of the total project investment.
