Ho Chi Minh City leaders have just issued new instructions to relevant departments and branches to remove obstacles in the 10,000 billion VND flood prevention project.
Today (February 28), the Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Vice Chairman of the City People's Committee Bui Xuan Cuong on removing obstacles in implementing the project to solve flooding caused by tides taking into account climate change factors (phase 1).
This meeting took place on February 24, chaired by Vice Chairman of the City People's Committee Bui Xuan Cuong, along with leaders of departments, branches and the investor, Trung Nam Construction Investment Joint Stock Company.
According to the conclusion, Vice Chairman of the City People's Committee Bui Xuan Cuong assigned the Department of Home Affairs to urgently review and adjust the content of the appraisal report on the adjusted feasibility study report for the 10,000 billion VND flood prevention project... in accordance with the proposal of the Department of Planning and Investment.
At the same time, advise, propose, draft Decision and submit to the City People's Committee before March 3.
The Department of Planning and Investment (soon to be the Department of Finance) is assigned to urgently preside over and coordinate with relevant departments and units to urgently consider the proposal of the Department of Agriculture and Rural Development (soon to be the Department of Natural Resources and Environment) on selecting a consulting unit to review the dossier to adjust the project's Feasibility Study Report, to be completed before March 3.
This Department coordinates with the Department of Home Affairs to submit a decision to complete the personnel of the Project Working Group as a basis for negotiating, signing the BT contract appendix and adjusting the project payment method.
In addition, the Department of Planning and Investment is also responsible for coordinating with relevant departments and units to promptly implement the direction of the Chairman of the City People's Committee on the proposal to adjust the project implementation time, sign the BT contract appendix and adjust the project payment method, and submit before March 3.
The Urban Infrastructure Construction Investment Project Management Board is assigned to inspect the implemented value of the project; advise, propose and draft a document of the City People's Committee to send to the State Audit Office on the request to conduct an audit of the completed value of the project, to be submitted before March 5.
Valuation of 3 land plots expected to be paid to investors
Regarding land fund payment, the leaders of the City People's Committee assigned the Department of Natural Resources and Environment and the Land Fund Development Center to continue urging relevant departments and units to establish detailed plans at 1/500 scale for land plots expected to be paid to investors and hire units to appraise the land plots expected to be paid to investors, and report the results to the City People's Committee at regular meetings.
The city also assigned the People's Committee of Binh Thanh District to consider the investor's proposal and urgently carry out procedures to adjust the planning index of land lot No. 762 Binh Quoi, Ward 27; assigned the People's Committee of District 7 to update the 1/2,000 scale zoning plan at land lot coded C8A, Tan Phu Ward; assigned the People's Committee of Thu Duc City to urgently organize the appraisal and approval of the 1/500 detailed plan at land lot No. 232 Do Xuan Hop, Thu Duc City in accordance with regulations.
The Department of Planning and Investment is assigned to preside over, coordinate with relevant departments and units to urgently coordinate with investors to research and propose investment policies for the land plots, to be completed in March.
The 10,000 billion VND flood prevention project is invested by Trung Nam Construction Investment Joint Stock Company, and implemented by Trung Nam BT 1547 Company Limited.
This is a group A project with the form of public-private partnership (PPP) investment. Type of contract is build-transfer (BT), payment is made by land fund and city budget.
Construction began in June 2016 and is expected to be completed after two years of construction, with the aim of controlling flooding caused by high tides and proactively responding to climate change for an area of 570 square kilometers with about 6.5 million people in the right bank of the Saigon River and the center of Ho Chi Minh City.
The project includes the construction of 6 large tide control sluices with widths ranging from 40-160m, 3 pumping stations and 7.8 km of dykes/embankments along the Saigon River from Vam Thuat to Kinh River in vulnerable sections...
Up to now, after more than 9 years of construction, the project has not yet reached the finish line, meaning it is 7 years behind schedule, even though it has reached 90% of the work volume.
