In the second year of implementation and announcement, Quang Ninh has excellently ranked first in the country in the Provincial Green Index (PGI) rankings. This achievement is not a coincidence or luck, but comes from the province's continuous and persistent efforts on the journey of transforming the growth model from "brown" to "green", linking economic development with environmental protection (EP), towards a sustainable green economy based on the viewpoint of "Not trading the environment for hot growth".

The PGI is designed to provide input from business practices to support local governments in environmental governance, balancing economic growth and environmental sustainability goals; measuring the quality of environmental governance based on environmental policy documents and legal regulations... Comprising 4 component indices made up of 46 indicators measuring the quality of environmental governance, the PGI evaluates in turn traditional activities of provincial governance to the newest and most anticipated activities in environmental governance.
The entire PGI score is collected from objective feedback from more than 10,600 enterprises (more than 9,100 domestic private enterprises, nearly 1,600 FDI enterprises operating in Vietnam). The results of the objective report ranked Quang Ninh in the top position with 26/40 points. The component scores are: Minimizing environmental pollution and negative impacts of climate change (7.41 points); ensuring compliance with minimum environmental standards (6.18 points); leadership role of the provincial government in promoting green practices (6.68 points); policies and services to support businesses in environmental protection (5.73 points). Notably, all 4 component indicators increased in points compared to 2022.
That result was achieved first of all due to high political determination over the past decade, when Quang Ninh has always been steadfast and determined, resolutely transforming the development method from "brown" to "green"; sustainable development in terms of both economy - society, environment and security; green transformation based on 3 pillars: Nature, people, culture, combined with taking advantage of the trend of peace, cooperation, integration, opportunities from the 4th industrial revolution... The province has implemented many solutions to develop harmoniously, sustainably, and inclusively; taking people as the center, subject, driving force, resource and goal of development; participating deeply and effectively in the global production network and value chain with the viewpoint of not sacrificing progress, social justice and the environment to pursue economic growth alone.
This approach of the province has quickly impacted the awareness and sense of responsibility for environmental protection of people, organizations, businesses, and investors; contributing to ensuring the goal of green and sustainable economic development; making Quang Ninh a successful locality in transforming the development method from "brown" to "green", leading in implementing the national green growth strategy. This is also a clear message of the province in accompanying the Government to achieve the goal of achieving net emissions of "0" by 2050; committing to promoting economic transformation, contributing to solving major global challenges of climate change and current environmental issues.
Mr. Pham Tan Cong, Chairman of VCCI, assessed: In all 4 components of PGI, Quang Ninh has shown determination, determination and strength in dealing with the environment and balancing economic development and environmental protection. This creates an important foundation for the province to move forward and attract investors. Because currently, a good investment and business environment is not only convenient, fast and easy in procedures, but also has to be environmentally friendly, sustainable, in order to solve major global challenges of climate change. With the province's approaches and solutions in linking economic development with environmental protection, transforming the growth model..., Quang Ninh deserves the leading position in PGI.
It's not just about the score
In 2024 and the following period, environmental protection work continues to be a matter of special concern to the provincial Party Committee and government. This is clearly shown in the Provincial Planning for the period 2021-2030, with a vision to 2050, with policies and orientations on environmental protection work of a specialized nature by stage. In all work contents, the province always emphasizes environmental protection, aiming to contribute to improving the quality of people's living environment, attracting investment and tourism, serving the sustainable socio-economic development of the province.
In 2024, the province aims to continue to maintain its position in the leading group of the country, striving to improve the score from 26 to 30; maintain the two component indexes of Promoting green practices, Policies and services to support businesses in environmental protection in the top 5; prioritize focusing and significantly improving the scores and rankings of the remaining two component indexes: Minimizing environmental pollution and negative impacts of climate change, Ensuring compliance with minimum environmental standards.
To achieve the goal, the province sets a series of strategic tasks throughout the period, such as: Improving the effectiveness and efficiency of management and environmental protection according to the environmental protection plan in the Provincial Planning for the period 2021-2030, with a vision to 2050; building, perfecting, adjusting and supplementing policy mechanisms and mobilizing, allocating and effectively using priority resources for environmental protection; promoting innovation; transferring, applying and developing science and technology; improving the quality of communication and education to raise awareness of management, environmental protection, and response to climate change, etc.
For each task, the province proposes specific and clear solutions and assigns responsibilities to each department, branch and functional unit for implementation. The province identifies that striving for environmental protection is not only to improve scores and maintain the PGI ranking, but must be a particularly important factor to create a foundation for sustainable development and improve people's quality of life. Along with that is realizing the goal of preventing and repelling the increasing trend of environmental pollution by 2025 and orienting towards 2030; proactively and actively responding to climate change, creating basic conditions for a green economy, a circular economy, low emissions, low carbon; contributing to building Quang Ninh into a model province, rich, beautiful, civilized and modern.
