The Ministry of Education and Training plans to directly enroll 5 groups of students into grade 10:
- Students of secondary boarding school for ethnic minorities.
- The students are from very few ethnic groups.
- Students with disabilities.
- Secondary school students who won prizes in national competitions, contests, and competitions in cultural, artistic, and sports subjects organized by the Ministry of Education and Training, or in coordination with ministries and ministerial-level agencies organized nationwide.
- Secondary school students who won prizes in international competitions selected by the Minister of Education and Training.
In addition to the groups that are directly recruited, the draft also solicits opinions on adding priority points for candidates taking the 10th grade exam as follows:

According to the Ministry of Education and Training, priority points are added to the total admission score calculated on a 10-point scale for each exam subject.
