In 2009, the project to protect the Po Co river bank from landslides (section through Dak Glei town, Dak Glei district) was approved for investment by the Kon Tum Provincial People's Committee with the aim of preventing floods and landslides.

Po Ko River embankment project has degraded before handover

With a length of more than 1.9 km, this project has a total investment of more than 93 billion VND. The funding is taken from the central budget to support the construction of works to prevent landslides and urgent flood and storm prevention. The project is invested by the Kon Tum Agricultural and Rural Development Project Management Board.

Deployed since 2009, the project had to be suspended in 2013 due to difficulties in arranging capital. In 2019, the project continued to be allocated capital to invest in the remaining necessary items to promote efficiency.

There are subsidence and cracks

After funding was allocated, the investor implemented the remaining items. The contractor organized the construction and completed it by the end of 2021, ensuring the contract schedule. However, the project has not yet been accepted and handed over, but some sections have been severely damaged.

On June 2, Thanh Nien reporters were present at the project site to record the reality. Accordingly, a section of the embankment tens of meters long had its roof eroded, causing the roof tiles to collapse. Some sections of the roof were damaged, sinking into long lines, causing gaps in the roof. At some points, the embankment roof was eroded, exposing the sand and soil underneath. Some of the collapsed roof tiles were gathered in a pile, while others were lying around near the riverbank. At the scene, a group of workers were repairing the embankment roof.

The embankment project is seriously degraded.

Ms. Ha Thi Song Hue (in Dong Song village, Dak Glei town) said that during heavy rains and storms, the village experiences flooding, water overflowing into the houses of households in low-lying areas. According to Ms. Hue, the embankment to prevent landslides on the Po Ko riverbank has been built for a long time, lasting for decades, but until now it has not been completed, some places are damaged. Therefore, according to Ms. Hue, the people here are looking forward to the agencies and departments speeding up the progress so that the project can be completed soon.

Mr. Do Duy Tuyen, Head of Dong Song Village, Dak Glei Town, said that the designed culvert is located deep under the embankment, often filled with sand. The entire embankment of Po Ko River passing through the village is more than 1 km long, but the drainage culverts are sparse and small. When there is a flood, the water cannot drain through the culvert in time, causing localized flooding for the people.

Speaking to reporters, a leader of the Dak Glei District People's Committee said that the above project has been implemented for quite a long time. "The locality is the beneficiary unit, but the project has been implemented for a long time, and has not been handed over yet but is already damaged and degraded, which will more or less affect people's lives," he said.

The damaged embankment is being repaired.

Mr. Tran Ngoc Tuan, Director of Kon Tum Agricultural and Rural Development Project Management Board, confirmed that a section of the Po Ko Riverbank Anti-Erosion Embankment (through Dak Glei Town) was damaged and this damaged section was constructed by Tuan Dung Company Limited.

"When the contractor finished construction and was waiting for acceptance, a section of the embankment was damaged. The damage was worth about 1 billion VND. Currently, the project has not been accepted and handed over, so when it is damaged, the responsibility for repairs still belongs to the contractor," said Mr. Tuan.
