Hanoi urban railway project delayed for 16 years, total capital increased by 16,000 billion VND

The Nam Thang Long - Thuong Dinh urban railway line was approved for investment in 2008 but has not yet been built. Recently, Hanoi City proposed to adjust the project, accordingly, the total investment capital increased from 19,555 billion VND to 35,588 billion VND.

The Ministry of Planning and Investment has just sent a document asking for opinions from the ministries of Finance, Transport, Construction, Justice and the State Bank on the dossier adjusting the investment policy of the Hanoi urban railway project, line 2, Nam Thang Long - Tran Hung Dao section.

Previously, the Hanoi People's Committee requested the Ministry of Planning and Investment to review and synthesize a report to the Prime Minister on the dossier adjusting the investment policy of the Hanoi urban railway project, line 2, Nam Thang Long - Tran Hung Dao section to serve as a basis for implementing the next investment procedures.

According to the report of Hanoi People's Committee, the project is expected to borrow preferential STEP capital from the Japanese Government for construction investment. The condition of the STEP loan is that the main contractor of the project will be Japanese companies or joint ventures between Japanese companies and Vietnamese companies.

The total investment capital of the project was adjusted to increase from VND 19,555 billion (about 131 billion JPY, the approved investment level in 2008) to VND 35,588 billion (equivalent to about 200 billion JPY, the proposed approved investment capital level at present).

Regarding the Nam Thang Long - Thuong Dinh urban railway project, in 2007, Hanoi City proposed to split this urban railway line into two component projects corresponding to two phases of project implementation.

Specifically, component project 1 connecting Nam Thang Long - Tran Hung Dao has a length of 11.5km, starting point at C1 Nam Thang Long station, ending point at C11 station on Tran Hung Dao street.

Component project 2 connecting Tran Hung Dao - Thuong Dinh has a length of 5.9km, starting point at C11 Tran Hung Dao station, ending point at C16 Thuong Dinh station.

The Nam Thang Long - Thuong Dinh railway line, as planned, will be extended to Noi Bai International Airport, increasing the total length of the line to about 47.3km.
