Dao Nghia - Quang Khe road project at risk of losing capital

Must be completed by 2025

The Dao Nghia - Quang Khe road project (phase 2) was approved by the Provincial People's Committee in Decision No. 2367/QD-UBND dated December 31, 2021. The total investment in phase 2 is 830 billion VND.

The project has a route length of about 25.77km. The implementation period is from 2022 to 2025. The project consists of 3 construction packages, including: package 16, package 17, package 18.

Of these, packages 17 and 18 are stuck with site clearance. Of which, package 17 has a site clearance area of ​​30.76 hectares for 76 households and 4 organizations. Package 18 has 295 households and 4 organizations, with an area of ​​40.89 hectares.

In areas where the land has been handed over, the contractor is carrying out the construction of the Dao Nghia - Quang Khe Road Project.

By the end of March 12, 2025, the project had disbursed VND 249 billion out of VND 830 billion in capital. Currently, the remaining capital source for 2024 of the project of VND 148 billion is proposing to extend the disbursement period until the end of December 2025. In particular, the capital plan for 2025 is VND 285 billion and has not been disbursed.

Thus, to complete the project as planned, the project must disburse more than 433 billion VND in 2025. However, the project is currently facing many difficulties, especially in site clearance.

Director of the Provincial Construction Investment Project Management Board (QLDA) Ha Sy Son said that the project's site clearance work still has shortcomings. During the investigation and determination of land users and land origins, there were many cases where households' land did not have documents.

The work of verifying the origin of local land use therefore takes a lot of time. Many plots of land have not been verified for origin and have no owners.

Some plots of land are in dispute over land use rights. These are the reasons leading to prolonged site clearance.

Dao Nghia - Quang Khe road project currently has more than 430 billion VND undisbursed.

In addition, the project is still stuck in the overlapping scope of the bauxite exploration and exploitation planning. Currently, the Department of Agriculture and Environment is organizing an assessment of the economic efficiency of mineral exploitation as a basis for implementation.

There are still problems with overlapping areas within the scope of the quarry mining license. The Project Management Board is conducting surveys and assessments to determine the volume of mining.

According to the Department of Finance, the Dao Nghia - Quang Khe road project belongs to the regional capital group from the central budget. The capital transfer is also very difficult. Because the principle of transfer must be to the same group project.

Meanwhile, there are not many projects in the regional capital group in Dak Nong. In some cases, the projects themselves still have a large amount of capital, so even if they can be transferred, it will be very difficult to disburse all of it. Once the disbursement is not possible, the project will inevitably face the risk of having to pay back the capital to the Central Government.

Regarding the Dao Nghia - Quang Khe Road Project, Acting Director of the Department of Finance Tran Dinh Ninh said that in 2025, the responsibility of the investors is not to blame the bauxite and fill soil, but entirely the subjective responsibility of the investors. The investors should base on the existing problems and limitations of 2024 to learn from experience.

Currently, many sources of capital, if not fully disbursed, must be returned. Meanwhile, at this time, it is very difficult to get even a single dong, so it should not be wasted.

In 2025, the pressure to disburse public investment capital is very high. Of which, capital sources are mainly focused on key projects. If not fully disbursed in 2025, the risk of losing capital sources is very high.

At the field trip of the Dao Nghia - Quang Khe Road Project on March 12, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi directed that wherever land was available, the investor and construction unit would start construction first.

Do not wait until it is too late. Gia Nghia City actively mobilizes people to support and hand over the land to the State.

“To do this well, the coordination mechanism between relevant departments, sectors, localities, investors and contractors must be really smooth and tight. Avoid the situation where everyone does their own thing, leading to unfeasible results,” Chairman of the Provincial People’s Committee Ho Van Muoi directed.

According to the Director of the Project Management Board, Ha Sy Son, the unit is currently coordinating with Gia Nghia City and related units to develop a plan to mobilize households to hand over the site. The unit will organize construction first for any section where the site is completed .

“We will focus on mobilizing 129 households, with an area of ​​about 5.31 hectares at the locations of Km39+760 bridge, Km44+015 bridge and 5.3km of the investment route following the current road to have a site for construction. It is expected that by June 30, 2025, the project will disburse an additional 80 billion VND,” said Mr. Son.

According to Mr. Son, the Project Management Board will continue to work with Gia Nghia City to speed up the work of determining specific land prices for land plots that meet the conditions for implementation. On this basis, the unit will have a plan to calculate compensation and soon complete the resettlement support plan for the people.

The Board will proactively work with relevant units, report to the Department of Agriculture and Environment to advise the Provincial People's Committee to adjust the mining license as soon as possible.
