Delegates agreed to amend and supplement regulations on the management of advertising activities in newspapers, outdoors, online environments, and cross-border advertising services to keep up with the movement and changes of society, creating favorable conditions for advertising activities to develop. Request the Government to stipulate a list of special products, goods, and services, and strictly control advertising content on products related to drugs and functional foods.

This draft law needs to clearly define the responsibilities and powers of advertisers, advertising media renters, and advertising product manufacturers. It also clearly defines the responsibilities and obligations of those who deliver advertising products regarding advertising words and content. At the same time, it increases sanctions for acts of transmitting false advertising content, especially in the social sector, which is almost difficult or impossible to manage. The sanctions in the 2012 Advertising Law are not strong enough to deter.

The Draft Law amending and supplementing a number of articles of the Law on Advertising was commented on by the National Assembly at the 8th session, and commented on by the National Assembly Standing Committee at the 41st session; it is expected to be submitted to the National Assembly for approval at the 9th session (May 2025).
