National Assembly Chairman Vuong Dinh Hue's working trip to Indonesia and Iran affirmed Vietnam's proactive and active participation in AIPA, while also demonstrating the desire to strengthen the Vietnam-Indonesia strategic partnership and the good friendship with Iran.
An AIPA that is proactive and adaptive
AIPA-44 with the theme “Proactively Adapting Parliaments for a Stable and Prosperous ASEAN” takes place on the occasion of ASEAN’s anniversary of its establishment as a “common home” (August 8, 1967) with the aspiration of “One ASEAN of Stature: The Heart of Growth”. ASEAN is focusing its efforts on completing the 2025 Blueprint and preparing for the next stage of development by building the ASEAN Community Vision after 2025, focusing on enhancing institutional capacity, promoting cooperation according to current major trends such as recovery and inclusive growth, digital transformation, climate change response, and sustainable development. ASEAN continues to uphold the spirit of solidarity and unity and takes steps and efforts to enhance the bloc’s central role, but also faces many challenges due to the impact of major power competition, conflict hotspots, and non-traditional security challenges.
The choice of the theme of AIPA-44 reflects the consistent message of AIPA and the desire of the host country Indonesia, the Chair of ASEAN and Chair of AIPA 2023, to promote the role of ASEAN in general and ASEAN parliaments in particular in promoting peace, security, enhancing resilience and sustainable, inclusive development of the region, making ASEAN the center of growth.

Ambassador Nguyen Hai Bang, Head of the Permanent Mission of Vietnam to ASEAN, said that this participation “contributes to strengthening the partnership and close cooperation between ASEAN legislative and executive bodies, contributing important initiatives of Vietnam to the process of enhancing cooperation between parliaments of ASEAN member countries with the aim of building ASEAN into a growth center of the world economy, contributing to maintaining a dynamic, inclusive, peaceful, cooperative and developed Asia-Pacific region”.
The participation of National Assembly Chairman Vuong Dinh Hue at AIPA-44 continues to implement the policy of proactively and actively integrating comprehensively and extensively into the world, raising the level of Vietnam's multilateral diplomacy. At the same time, it promotes priorities, enhances the role and position of Vietnam and the Vietnamese National Assembly in regional and international parliamentary cooperation mechanisms. Thereby, contributing to promoting the common diplomatic efforts of the Party and State for the interests of the nation and people. The participation of National Assembly Chairman Vuong Dinh Hue affirms the role of the Vietnamese National Assembly in proactively and actively contributing substantially to the content of AIPA, together with AIPA member parliaments to strengthen solidarity and the central role of ASEAN, promote relations between AIPA and partners, and contribute to the process of building the ASEAN Community...
Within the framework of AIPA-44, Vietnam once again played an important role in facilitating discussions and shaping outcomes. Vietnam proposed three draft resolutions to address key regional challenges and promote cooperation among AIPA member parliaments. The proposals reflected a commitment to issues such as promoting innovation, science and technology development, and digital transformation with a focus on women. As the country with the highest number of female parliamentarians among AIPA members, Vietnam has an important voice in promoting greater political participation of women in the ASEAN region.
Since becoming an official member of AIPA (September 1995), the Vietnamese National Assembly has actively participated and contributed responsibly with the parliaments of member countries to strengthen the central role, solidarity and unity in ASEAN, promoting the responsibility and role of AIPA for peace, stability and development. At the same time, it has persistently and skillfully integrated and promoted Vietnam's concerns and priorities, and proposed many valuable initiatives to share and support ASEAN governments in resolving regional priority issues that have been highly appreciated by member parliaments.
Deepening the Strategic Partnership
The official visit to Indonesia by National Assembly Chairman Vuong Dinh Hue is the first visit by the head of the Vietnamese National Assembly to Indonesia since the visit by National Assembly Chairman Nguyen Phu Trong in March 2010. The visit takes place in the context of the two countries practically celebrating the 10th anniversary of the Strategic Partnership (2013-2023) and looking forward to the 70th anniversary of diplomatic relations in 2025.
In that context, according to Vietnamese Ambassador to Indonesia Ta Van Thong, the visit demonstrates Vietnam's respect and support for Indonesia and Speaker of the House of Representatives Puan Maharani personally ahead of AIPA-44 and during the ASEAN Chairmanship year 2023, thereby making an important contribution to strengthening political trust, bringing the relationship between the two countries deeper, more practical and more effective.

According to Ambassador Ta Van Thong, the strategic partnership between Vietnam and Indonesia has been developing strongly, comprehensively and firmly. In 2017, General Secretary Nguyen Phu Trong's official visit to Indonesia marked an important milestone, the first time the Party's top leader visited Indonesia since President Ho Chi Minh's visit in 1959. In 2021, in the context of the Covid-19 pandemic, Prime Minister Pham Minh Chinh made his first foreign trip to Indonesia as Prime Minister.
The signed action programs have deepened bilateral cooperation in all areas of politics, diplomacy, national defense and security, economy, tourism, culture and people-to-people exchange. The two sides are finalizing the action program for the 2024-2028 period to sign as soon as possible.
Cooperation mechanisms such as the Foreign Ministerial-level Bilateral Cooperation Committee and the Joint Committee on Economic, Scientific and Technical Cooperation are important foundations for implementing specific cooperation contents. In terms of economy, the two countries strive to achieve the target of bilateral trade turnover of up to 15 billion USD this year.
New milestone in relations with Iran
The visit of National Assembly Chairman Vuong Dinh Hue to Iran from August 8-10 is of great significance. This is the first high-level delegation exchange between the two countries since 2018. Notably, the visit takes place in the context of the two countries celebrating the 50th anniversary of diplomatic relations.
Affirming that the visit is a new milestone in the bilateral relationship, Vietnamese Ambassador to Iran Luong Quoc Huy emphasized that this is an opportunity for both sides to review the achievements over the past five decades, discuss measures to remove difficulties and obstacles, orient development for the coming years and create a new breakthrough for bilateral relations. Through this visit, the leaders of the Party, National Assembly and Government expressed their appreciation for the friendship and cooperation with the National Assembly, Government and people of Iran.
During his visit to Iran, National Assembly Chairman Vuong Dinh Hue is expected to meet with Iranian President Ebrahim Raisi; hold talks with Iranian Parliament Chairman Mohammad Bagher Qalibaf; attend and speak at the Vietnam-Iran Forum on policies and laws to promote economic, trade and investment cooperation; and deliver a policy speech at the Institute for Political and International Studies, Ministry of Foreign Affairs of Iran... |
Ambassador Luong Quoc Huy affirmed that the visit to Iran by National Assembly Chairman Vuong Dinh Hue will create a strong driving force to bring the relationship between the two countries to a new height, better exploiting the existing potential in politics, diplomacy, economy, trade, culture, science and technology, etc. It can be said that parliamentary diplomacy is a highlight of the Vietnam-Iran relationship. The two sides have exchanged many parliamentary delegations in recent years, such as National Assembly Chairman Nong Duc Manh visiting Iran in 1999, National Assembly Vice Chairman Do Ba Ty visiting Iran in 2017, National Assembly Vice Chairman Tran Quang Phuong visiting Iran in 2022 and Iranian Parliament Chairman Larijani visiting Vietnam in 2018.
During the visit, the two National Assemblies are expected to sign a cooperation agreement to further strengthen relations between the two legislative bodies. Many cooperation agreements between ministries, sectors and agencies in the fields of justice, economy, trade, agriculture, sports and a number of cooperation agreements between localities of the two countries were also signed.
It can be affirmed that the visits of the head of the Vietnamese National Assembly and the high-ranking Vietnamese delegation this time clearly demonstrate Vietnam's importance in prioritizing development and continuing to promote friendly relations and multi-faceted cooperation with traditional friends in Asia and the Middle East, aiming to open up new opportunities in the economic and trade fields, and promote cooperation in international forums. At the same time, the working trip once again demonstrates Vietnam's sense of responsibility and positivity in the "common home" of ASEAN, on the occasion of the Association's 56th anniversary.
