Attending the meeting were comrades: Phan Van Cuong - Vice Chairman of Bao Loc City People's Committee, Nguyen Duc Thuan - Director of Lam Dong Department of Health and leaders, staff, doctors of Bao Loc Medical Center.
Bao Loc City has 11 wards and communes with 164,129 people. Bao Loc Medical Center is grade III, has no inpatient beds; the Center's doctor ratio is 2.1/10,000 people; the doctor ratio in the city is 8.6/10,000 people.
The center consists of 2 functional rooms, 3 specialized departments, 3 regional polyclinics, 11 ward and commune health stations. The total number of employees as of April 30, 2023 is 152 people; of which, 1 CK2 doctor, 7 CK1 doctors, 28 doctors, 11 pharmacists, 18 nurses, 38 physicians, 6 medical technicians, 17 midwives, 2 public health workers, and 24 other employees.
By the end of May 15, 2023, Bao Loc City had administered 511,348 doses of Covid-19 vaccine; the first dose vaccination coverage rate reached 93%, the second dose reached 91.3%; the first dose vaccination coverage rate/18 years old reached 100.2%, the second dose reached 99.7%; vaccination for children from 12 years old to under 18 years old reached 96.3%, the second dose reached 94.7%, the third dose reached 93.5%; vaccination for children from 5 years old to under 12 years old reached 100.2%, the second dose reached 93%.
In the first 4 months of 2023, medical examination and treatment work included 34,622 medical examinations, 34,822 tests, 8,288 diagnostic imaging, and 165 surgeries.

In the period of 2023 - 2025, Bao Loc Medical Center aims to have a total of 348 people needed for the Multi-functional Medical Center; to establish the Multi-functional Medical Center, it is necessary to add 198 people. Bao Loc Medical Center determines the roadmap to strive to complete the Multi-functional Medical Center model by 2025, reaching 200 beds. Develop a technical list at the Center's polyclinic and ward and commune health stations; strive for medical examination and treatment facilities to deploy 80% or more of the technical list. Build a new Medical Center and purchase equipment. Strive for a roadmap by 2023, 1 commune health station to meet the criteria set according to Decision 1300, 2 commune health stations to meet in 2024, and 2 commune health stations to meet in 2025.
Comrade Nguyen Minh Hoa - Director of Bao Loc Medical Center clearly stated the difficulties and problems that the Center is facing. Regarding salaries and allowances, they are not commensurate with the training process and tasks of medical staff. Medical staff are thin and overloaded with work, especially at the grassroots level, which both perform medical examination and treatment, and carry out Covid-19 prevention and vaccination and implement other national programs. The number of doctors, pharmacists, nurses and workers who have quit their jobs is high in 2022 (11 medical staff have asked to quit). The facilities are difficult and cramped, many facilities are small so they have to divide the workforce to carry out.
At the meeting, Comrade Pham S - Vice Chairman of Lam Dong Provincial People's Committee gave specific instructions on the work as well as the development orientation of Bao Loc Medical Center in the period of 2023 - 2025. At the same time, he clearly explained the proposals of Bao Loc Medical Center such as: Paying attention to early arrangement of land fund and capital to build a multifunctional city Medical Center with a scale of 200 beds. Having mechanisms and policies for training, attracting and rewarding medical staff to feel secure in their work, especially at the grassroots medical level.
Comrade Pham S requested and suggested that Bao Loc Medical Center should focus on training and attracting human resources; improving medical ethics, professional qualifications; and creativity in work. In particular, the provincial leaders are very concerned about issues of medical human resources, medicine, and equipment for the grassroots health system.
Through the working session, grasping the operational situation at Bao Loc Medical Center, the Provincial People's Committee will announce the conclusion and remove difficulties and obstacles to consolidate and develop the grassroots medical network; meet the medical examination and treatment needs of people in the city.
