Final article: Promoting improvement of investment environment and business development

Immediately after the province-wide online conference on preparations for attracting investment in non-budgetary capital projects, Lam Dong province established interdisciplinary inspection teams to urgently inspect and review non-budgetary capital projects; at the same time, issued documents requesting departments and branches to coordinate to urgently advise and resolve difficulties and problems for non-budgetary investment projects in the province.

The province also proposed key solutions to focus on: Completing planning; promoting administrative reform; creating clean land funds; developing infrastructure; improving the quality of investment promotion; developing human resources; strengthening regional connectivity... Specifically, Lam Dong province is reviewing, adjusting and completing the master plan for socio-economic development, land use planning, construction planning and sectoral planning in a synchronous manner, ensuring feasibility, consistency and long-term vision; completely resolving the overlapping and conflicting situations between plans, creating a clear and stable legal corridor for investment activities.

Departments, branches and localities are required to continue simplifying administrative procedures, reducing time and costs for businesses and investors to comply with procedures; increasing the application of information technology in managing and handling administrative procedures, aiming to build a transparent, efficient and friendly administration; focusing on thoroughly resolving the delay in handling records related to the land sector.

The province prioritizes focusing resources to carry out compensation and site clearance work effectively, transparently and in accordance with the law, creating clean land with synchronous technical infrastructure to be ready to attract investment projects; prioritizes investment in developing transport infrastructure connecting the province with key economic zones, seaports and airports; invests in upgrading and synchronizing technical infrastructure such as: electricity, water, telecommunications in industrial parks, industrial clusters and areas with development potential...

Policies to support businesses, especially small and medium enterprises, are actively implemented in areas such as capital access, human resource training, trade promotion and application of science and technology; creating a favorable, equal and healthy competitive business environment... Lam Dong is building a professional database of investment calling projects, updating complete, accurate and attractive information; diversifying forms of investment promotion, enhancing the promotion of the province's investment potential and opportunities through conferences, seminars and forums at home and abroad; focusing on attracting strategic investors with financial potential, technology and management experience.

The province focuses on improving the quality of vocational training, calling for investment in high-quality training facilities...; to meet the demand for skilled human resources for the province's key economic sectors; to develop policies to attract and retain talents, especially managers, experts and highly skilled workers. In addition, proactively strengthen links and cooperation with provinces and cities in the region and the whole country to take advantage of geographical location, resources and markets, creating a synergy in attracting investment and developing the economy...

Speaking at the 50th Anniversary of the Liberation of Lam Dong Province, Chairman of the Provincial People's Committee Tran Hong Thai affirmed: The planning of Lam Dong Province for the period 2021 - 2030, with a vision to 2050, has been announced; the investment progress of expressway projects in the province is being accelerated; in particular, on March 31, 2025, Lam Dong Province approved the Investment Decision for the Bao Loc - Lien Khuong Expressway Project, partially realizing the decades-old dream of Lam Dong people, connecting Lam Dong with Ho Chi Minh City, with the Southern key economic region so that Lam Dong can take off, rise high, and grow with the country; key projects and works are being prioritized for investment capital allocation...; Along with the emulation movement "The Party, government, army and people of Lam Dong province unite, determined to overcome difficulties, rise up with the country" being strongly implemented..., is a condition to unleash new resources, promote the socio-economic development process in the period of 2021 - 2025, create a breakthrough for 2025 and lay the foundation for the period of 2026 - 2030; aiming to build Lam Dong province into a destination worth visiting, worth living, affirming its position and role in the Central Highlands and the whole country.
