Prioritize resources for the versions
Moc Chau shares a border with Sop Bau district, Hua Phan province, Lao PDR; there are 3 border communes: Chieng Son, Long Sap, Chieng Khua with 10 border villages. In previous years, the socio-economic situation in the border villages was very difficult, the transportation system and technical infrastructure were lacking; the rate of poor and near-poor households was high. In particular, the security and order situation, especially crime and drug abuse, was complicated.
Faced with that situation, on November 11, 2021, the Standing Committee of Moc Chau District Party Committee (now Moc Chau Town) issued Resolution No. 09/NQ-HU on supporting and assisting 10 border villages in socio-economic development, ensuring national defense and security, and consolidating the political system. The goal is to strive by 2025 to build 10 effective economic development models in 10 villages; 2 villages meeting new rural standards; villages with hardened car roads to the center; 100% of temporary and dilapidated houses eliminated; average income reaches 18-22 million VND/person/year; the poverty rate is reduced to 10.8%.
Comrade Tran Dan Khoi, Secretary of Moc Chau Town Party Committee, said: To concretize the set goals, Moc Chau town has proposed specific and suitable solutions, taking socio-economic development as the basis, foundation and driving force; consolidating the grassroots political system as the key, associated with the task of ensuring border security, social order and safety, and resolving key areas of crime and social evils in 10 border villages. Focus on implementing production models suitable to the characteristics and conditions of each village; especially focusing on prioritizing resources to invest in building socio-economic infrastructure.
Moc Chau town has focused on building essential works such as: roads, domestic water, irrigation. Up to now, 14 projects have been approved for investment, with a total capital of nearly 35 billion VND; 12 projects have been completed and put into use; 2 projects of Suoi Thin village road, Chieng Son commune, phase 2 are being constructed; Buoc Pat - Phieng Cai inter-village road, Long Sap commune are being built. At the same time, mobilizing social resources from enterprises, organizations, individuals and contributions from the people to complete 12.9 km of rural roads, build 6.82 km of alley lighting, and eliminate 23/23 temporary and dilapidated houses in 10 border villages with a total cost of 720 million VND.
To support people in economic development and poverty alleviation, the working groups and specialized agencies of the Town have sent cadres to closely follow the locality, coordinate with communes to guide people on how to plant, care for, renovate mixed gardens and apply science and technology in production. From 2021 to present, 41 training courses have been organized for 736 participants in the form of field work, "hand-holding" participants, and orienting agricultural production development of households in border villages. Support and build 10 economic development models in 10 villages for 365 households. Up to now, 11,498 passion fruit trees, 21,500 tea trees, 2,040 longan trees, 3,170 pear trees, 419 kg of rice seeds, 548 kg of corn seeds, 24,270 kg of NPK fertilizer, 2,240 kg of nitrogen fertilizer, 142 cows, 112 pigs have been supported with a total support cost of more than 2.3 billion VND.
Vitality on the border
Returning to the border village of Phieng Cai, Long Sap commune, from a poor village, it now has a new look. The internal roads are paved with clean concrete, on the hillsides are the green of fruit gardens and tea trees, interspersed with peaceful houses of the Mong ethnic group. In 2024, Phieng Cai is the first border village of Moc Chau to be recognized as meeting new rural standards.
Mr. Trang A Tua, Head of Phieng Cai village, excitedly said: With the support of the State and the contribution of the people, 100% of the village roads are concreted; 1.8 km of road is equipped with lighting. People actively cultivate more than 100 hectares of corn and cassava; 33 hectares of rice; 32 hectares of tea; more than 100 hectares of fruit trees... with an average income of 40 million VND/person/year. The happiest thing is that there are no more poor households in the village.
It can be seen that after more than 3 years of implementing Resolution No. 09-NQ/HU of Moc Chau Town Party Committee, the models have promoted their effectiveness, created a spreading effect, aroused people's strength to compete in production, eliminate poverty, and join hands with functional forces to firmly protect the sovereignty of the Fatherland's borders.
Electric lights illuminate the concrete road in Pha Luong village, Chieng Son commune, helping people travel conveniently. Mr. Giang A Soi, Party cell secretary and head of Pha Luong village, said: With the contributions of units and people, 3.2 km of rural roads and 1.2 km of electric lighting in the village have been built. Now, people can travel conveniently at night and contribute to maintaining security and order in the border area.
Up to now, the area of various crops in 10 border villages has reached more than 670 hectares, of which 188 hectares are fruit trees; the total herd of livestock and poultry has reached nearly 23,000, an increase of 9,783 heads compared to 2021. Livestock models associated with grass planting and barn building have been replicated. Material and spiritual life has been significantly improved; the villages no longer have temporary or dilapidated houses; the rate of cultural families has reached 83.1%, an increase of 51% compared to before the resolution was implemented; the rate of poor households in 10 border villages has decreased to 20%. The grassroots political system has been consolidated, associated with the task of ensuring border security, social order and safety, and solving key areas of crime and social evils.
Promoting the achieved results, Moc Chau continues to mobilize resources to complete the goals set out in the resolution, contributing to promoting socio-economic development, strengthening national defense and security in border villages, making the lives of people in the border areas of the Fatherland peaceful and prosperous.
