Innovation and diversification of contact and dialogue methods between government and businesses

Up to now, Quang Tri province has more than 3,400 enterprises operating with a total registered capital of about 70,000 billion VND. The structure, scale and fields of operation of enterprises have changed in accordance with the orientation of economic restructuring, creating resources for investment and development of the province.

According to the analysis of the Provincial Business Association, there are still many difficulties that have directly or indirectly affected the operations of enterprises in the province in recent times. First of all, the world situation continues to develop in a complicated and unpredictable manner, notably escalating conflicts in some places; prices of basic goods, transportation services... fluctuate sharply; climate change, natural disasters, and epidemics have severely impacted the economies of some countries and regions...

The above disadvantages have broken the raw material supply chain, causing the consumption of goods to stagnate, sometimes even "blocked", causing many difficulties for production and trade service enterprises in the province; the operations of some enterprises have stagnated; accordingly, the income of enterprises, employment and income of workers have decreased...

In the province, the difficulties that provincial enterprises face are administrative procedures for enterprises in some places and some fields are not yet open; the progress of public investment disbursement is still slow; site clearance for projects, especially key projects of the province, still has many problems, affecting the progress of project implementation; the management of mineral exploitation activities and environmental protection of organizations and enterprises in some localities still faces many difficulties due to lack of manpower and funding; the management of land leveling has not met the needs of construction investment activities...

In the province over the past years, the Provincial Party Committee, People's Council and People's Committee have always paid attention to, encouraged, motivated, created favorable conditions and accompanied businesses and investors in the process of implementing investment, production and business activities.

A notable mark in the work of supporting, removing obstacles and difficulties, protecting the legitimate rights of enterprises is that in recent years, Quang Tri province has organized many business dialogue conferences chaired by Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung and Vice Chairmen of the Provincial People's Committee. The business dialogue conferences organized by the Provincial People's Committee are an opportunity for provincial leaders, departments, branches and local authorities to grasp the thoughts and aspirations; difficulties and problems of enterprises and investors in order to increase understanding, empathy, sharing, enhance responsibility and have timely solutions to support enterprises and investors.

At the Business Dialogue Conference organized by the Provincial People's Committee at the end of June 2023, representatives of 500 businesses and investors attended. The province assigned the Department of Planning and Investment to classify the opinions of businesses and investors according to the responsibilities of each sector and field so that relevant departments, sectors and localities can respond as soon as possible. Thereby, promptly removing and resolving difficulties and obstacles, creating favorable conditions for the business community to have an effective business environment.

At the 2024 Business Dialogue Conference organized by the Provincial People's Committee in mid-September 2024, 500 businesses representing more than 3,400 businesses operating in the province attended. At the conference, the leaders of the Provincial People's Committee directed departments, branches and localities according to their functions and tasks to research and advise the Provincial People's Committee to propose the most effective solutions, contributing to creating an increasingly favorable, open and attractive investment and business environment. After the dialogue conference, it is necessary to promptly resolve the problems and difficulties that businesses have proposed, creating trust for the business community.

On August 23, 2024, the Provincial People's Committee issued Plan No. 171/KH-UBND on organizing "Business Coffee" activities in 2024. The purpose of the "Business Coffee" activity is to create a space for meeting, dialogue, and strengthening connections between provincial leaders, state management agencies, functional agencies with businesses and investors in the province in a convenient and open manner; help provincial leaders, sectors and localities promptly grasp, direct the resolution, remove difficulties and obstacles, support the operations of businesses and investors; notify and exchange new policies, mechanisms and policies of the central and local governments to the business community.

Strengthening connection, exchange, and sharing of experiences in the process of production management, investment, and business as well as seeking business cooperation opportunities between enterprises and partners, investors inside and outside the province. Receiving and listening to comments and suggestions from the business community, entrepreneurs, and investors in building policy mechanisms to develop the socio-economy, improve the investment and business environment, and improve the provincial competitiveness index (PCI) as well as related indicators, contributing to improving the quality of investment promotion and investment support activities in the province.

The “Business Coffee” activity is held periodically on Tuesday mornings starting from September 2024 to December 2024 in Dong Ha City with the participation of representatives of the Provincial People's Committee, departments, branches, localities and business leaders and investors in the province.

In early October 2024, the Department of Planning and Investment of Quang Tri organized the "Administrative Procedures Consultation Day in the field of business registration and investment in Vietnam" to provide guidance and direct advice to people and businesses on legal regulations and administrative procedures in the field of business registration and investment; answer questions about documents, procedures and regulations that need to be complied with; at the same time, create conditions for people and businesses to reflect on difficulties and obstacles in implementing administrative procedures in the field of investment and business; record people's comments, initiatives and proposals in reforming administrative procedures, contributing to improving the investment and business environment in the province.

It can be seen that in production and business, in addition to relationships with customers, shareholders, employees, etc., enterprises also have a very important relationship with authorities at all levels. Thanks to this relationship, through many ways of contacting and dialogue with authorities at all levels, enterprises have the opportunity to point out the inadequacies of policies through the implementation process.

Along with that, officials doing state management work have the conditions to understand, share, inspect, monitor and propose to promptly adjust "loopholes", making state management work for enterprises increasingly perfect, contributing to affirming the viewpoint that the government always accompanies enterprises, the success of enterprises is also the success of the government.

During the development process, the attention, sharing and companionship of the Provincial People's Committee and departments, branches and localities in the province have created an important driving force for the business community and entrepreneurs to overcome difficulties and challenges, constantly promote their role as the main force, the vanguard on the economic front and international economic integration; firmly step forward in the market, focus on effective production and business, contributing to building the country and homeland of Quang Tri increasingly prosperous and beautiful.
