Quang Tri Enterprises from Singapore and China want to buy part or all of 6 wind power projects in the mountainous district of Huong Hoa.
On December 25, Mr. Truong Chi Trung, Director of the Department of Planning and Investment of Quang Tri province, said that this agency has just asked for opinions from ministries and branches about enterprises from Singapore and China wanting to contribute capital and buy shares in a number of wind power projects in the mountainous district of Huong Hoa.
According to Mr. Trung, this is just the investor's proposal, and "there is no policy" from the authorities.

Previously, Sembcorp Solar Vietnam Pte.Ltd (part of Sembcorp Group, Singapore) sent a dossier to the Quang Tri Department of Planning and Investment requesting to contribute VND 710 billion to Huong Phung Wind Power Company Limited, the unit operating Huong Phung 2 and 3 wind power plants.
This enterprise also wants to buy 100% of the capital (1,269 billion VND) at Gelex Quang Tri Energy Company Limited - the operator of Gelex wind power plants 1, 2, and 3.
The above 5 wind power projects will all be commercially operational from October 2021, meaning they will enjoy a preferential FIT price of 8.35 cents per kWh for 20 years.
Meanwhile, two investors from China want to buy 50% of the shares of the Amaccao Quang Tri 1 wind power project invested by Khe Sanh 9 Wind Power Joint Stock Company (Amaccao Group).
The project has a capacity of 49.2 MW, a total investment of VND 2,000 billion, and an operating period of 50 years. This project has been in commercial operation since the end of November 2021, meaning a preferential electricity purchase price of 8.35 cents per kWh, maintained for 20 years.
All 6 projects above are invested and built in Huong Hoa district - a border area with Laos, so the Department of Planning and Investment requests agencies to give opinions on market access conditions for foreign investors when contributing capital and acquiring these projects.
The Department also requested ministries and branches to give their opinions on foreign investors' participation in projects in border areas, such as land use conditions in cases where projects have land use right certificates in border communes, or other areas that affect national security and defense.

In recent years, the mountainous district of Huong Hoa has become a place attracting investment in wind power projects.
Currently, Huong Hoa has 31 wind power projects with a total capacity of over 1,177 MW, of which 19 projects have been put into commercial operation (capacity of 671 MW). According to calculations, each year Quang Tri's budget increases by nearly 600 billion VND when these 31 projects come into operation.
