On January 18, the Central Interdisciplinary Food Safety Inspection Team No. 2 led by Mr. Dao Van Thanh, Deputy Chief Inspector of the Ministry of Agriculture and Rural Development, inspected food safety work for the Lunar New Year and the 2024 Spring Festival in Ninh Binh. Receiving and working with the Team were members of the Provincial Interdisciplinary Food Safety Steering Committee.
According to the Plan of the Central Interdisciplinary Steering Committee on Food Safety, the Inspectorate of the Ministry of Agriculture and Rural Development was assigned to chair Inspection Team No. 2, inspecting Hanoi city and Ninh Binh province.
At the working session, the Ninh Binh Provincial Inter-sectoral Steering Committee on Food Safety reported on the implementation results of Plan No. 1540, dated December 13, 2023 of the Central Inter-sectoral Steering Committee on Food Safety on the implementation of food safety work for the Lunar New Year of Giap Thin and the Spring Festival season 2024.
Accordingly, Ninh Binh has promptly issued documents directing departments, branches, and People's Committees at all levels to implement food safety work according to the direction of the Central Government and the actual conditions of the locality, ensuring consistency from the province to the grassroots level.
The work of disseminating the Party's guidelines and policies, the State's laws, and scientific knowledge on food safety to the people is carried out in a variety of forms and contents.
Food safety inspection activities have been implemented synchronously, with close coordination between the health sector and relevant departments, sectors and branches, bringing positive results, contributing to restoring order and discipline in food production and trading activities. In 2023, the whole province inspected 175 establishments, the rate of establishments meeting the standards was 86.9%, the rate of establishments violating was 13.1%, with fines of more than 191 million VND. From December 15, 2023 to January 15, 2024, no food poisoning cases were recorded in the province.
State management of products, product groups and State management responsibilities for food safety are seriously implemented, with close coordination in handling and resolving inter-sectoral issues, reducing administrative procedures, facilitating production and business activities of enterprises...

At the working session, the Inspection Team focused on clarifying the following contents: propaganda work at the three levels of province, district and commune; monitoring of residues of toxic substances in animals and aquatic animal products used for food; handling of recommendations on food safety; budget allocation for food safety assurance work... Delegates also focused on discussing and clarifying some difficult and problematic contents in the implementation of food safety assurance in the province.
The inspection team acknowledged and highly appreciated the implementation of food safety activities during the Lunar New Year and Spring Festival 2023 by the Provincial Interdisciplinary Food Safety Steering Committee. The team suggested that the Provincial Interdisciplinary Food Safety Steering Committee continue to coordinate with other sectors in ensuring food safety during the Lunar New Year and Spring Festival 2024. In particular, it should strengthen inter-sectoral inspection and examination, focusing on high-risk items, and strictly handle violations.
The delegation inspected two food production, processing and trading enterprises under the management of the Department of Agriculture and Rural Development in Ninh Binh province, including Dong Giao Food Export Joint Stock Company (Tam Diep city) and Dai Long Production and Trading Joint Stock Company (Nho Quan district).

Through the inspection, the Delegation assessed that the enterprises have complied well with the provisions of the law on food safety. In addition to the achieved results, enterprises need to pay attention to overcoming a number of issues: Record keeping needs to be more scientific; self-declaration of products needs to ensure compliance with regulations; purchasing of input materials must focus on ensuring food safety; attention should be paid to overcoming production conditions such as: preventing insects in the production area, food areas need to be separated, the working environment of workers needs to pay attention to arranging better conditions, need to thoroughly treat production wastewater, raw materials need to have clear origins and be well preserved; ingredient labels must be consistent with production materials...
