The inspection delegation of the Politburo and the Secretariat approved the draft report on the inspection results of the Standing Committee of the Ha Nam Provincial Party Committee.

On the morning of March 18, the Standing Committee of the Provincial Party Committee held a conference to listen to Inspection Team No. 1921-QD/TW dated February 14, 2025 of the Politburo and the Secretariat approving the Draft Report on Inspection Results for the Standing Committee of the Ha Nam Provincial Party Committee. General Luong Tam Quang, Politburo member, Minister of Public Security, Head of the Inspection Team chaired the conference. Also attending were Deputy Heads of the Inspection Team: Hoang Trong Hung, Deputy Head of the Central Inspection Committee; Lieutenant General Le Van Tuyen, Deputy Minister of Public Security; representatives of the leaders of the departments of the Office of the Party Central Committee, the Central Inspection Committee - members of the inspection team. The provincial leaders included comrades: Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation; Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Committee, Standing Committee of the People's Council, leaders of the Provincial People's Committee; representatives of relevant agencies and units, etc.

At the conference, on behalf of the Inspection Delegation, Comrade Hoang Trong Hung, Deputy Head of the Central Inspection Commission, Deputy Head of the Inspection Delegation, approved the Draft Report on the inspection results of the Delegation on the Standing Committee of the Ha Nam Provincial Party Committee. The report highlighted the results achieved by the Standing Committee of the Ha Nam Provincial Party Committee on summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the streamlined political system, operating effectively and efficiently" and Conclusion 121-KL/TW dated January 24, 2025 of the Party Central Committee on summarizing Resolution 18, associated with the establishment and operation of new Party Committees; the implementation of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party and Conclusion No. 118-KL/TW dated January 18, 2025 adjusting and supplementing a number of contents of Directive 35; the dissemination and implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. The implementation of Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the Project to supplement socio-economic development in 2025 with a growth target of 8% or more. The report also pointed out the limitations that the Provincial Party Committee needs to pay attention to overcome.

General Luong Tam Quang, Politburo member, Minister of Public Security, Head of the Inspection Delegation delivered the concluding speech at the conference.

The inspection team also noted the proposals and recommendations of the Standing Committee of the Ha Nam Provincial Party Committee, hoping that the Central Party Committee, the Government, the National Assembly and central ministries and branches would pay attention and help the province remove difficulties and obstacles so that the province can more effectively implement the resolutions, directives and conclusions of the Central Committee and the Politburo in the coming time.

After listening to the opinions of the comrades in the Provincial Party Committee, discussing and clarifying the issues raised in the Draft Report of the Inspection Team, in his concluding remarks at the conference, General Luong Tam Quang, Head of the Inspection Team, summarized the results of the evaluation team for the Ha Nam Provincial Party Committee. The Inspection Team pointed out the strengths and weaknesses in the leadership and implementation of the 4 issues requested by the Inspection Team.

In particular, regarding the advantages, the Head of the inspection delegation affirmed that the Provincial Party Committee has seriously organized, led and directed Party committees and organizations at all levels to study, thoroughly grasp and implement resolutions, directives and conclusions in a timely manner, with many creative ways suitable to local and unit realities. It has proactively developed action plans and programs to concretize resolutions, directives and conclusions, thereby helping cadres and Party members raise awareness of the importance of Party building work, and there have been changes and transformations in actions, raising awareness and responsibility in implementing resolutions, directives and conclusions.

Comrade Dang Thanh Son, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council spoke at the conference.

Implemented groups of tasks and solutions of resolutions, directives and conclusions in accordance with the local situation, focusing on difficult and stuck issues to focus on solving. Directed the serious implementation of streamlining the apparatus, reducing staff, promoting administrative reform to improve the quality of cadres and civil servants; ensured the rights of affected subjects. Focused on leading and directing party congresses at all levels towards the 14th National Party Congress. Grasped the internal political situation in the province, directed the review, assessment and conclusion of political standards for cadres under the management of the Party Committee to prepare personnel for party congresses at all levels to ensure the structure, standards and conditions according to regulations associated with personnel for leadership positions of People's Councils and People's Committees at all levels. Focus on implementing the goals, tasks and solutions to promote digital transformation in the province according to Resolution No. 24-NQ/TU dated April 25, 2022 of the Provincial Party Committee on digital transformation of Ha Nam province by 2025, with a vision to 2030, with all three pillars: building digital government, developing digital economy and digital society. There are solutions and directions for implementation to achieve the growth target of 10.5% in 2025, higher than the national average.

To successfully implement the Party's policies and strategies set out in the past, General Luong Tam Quang requested the Standing Committee of the Ha Nam Provincial Party Committee to review, have a specific leadership and direction plan, clearly assign responsibilities, and schedule to thoroughly overcome limitations and shortcomings; focus on removing difficulties, obstacles, and bottlenecks to successfully implement the Party's policies. Regarding the organization of the apparatus, the Politburo and the Secretariat recently held a meeting to give opinions on the policy of arranging administrative units at all levels and building a 2-level local government organization model, including the plan to merge provinces, not organize at the district level and merge at the commune level. Request the Standing Committee of the Provincial Party Committee to pay attention to leadership, implementation, and actively participate in the development of the project. Continue to effectively implement the direction of the Politburo, especially Conclusion 128 on the policy of personnel work. Pay attention to internal political protection work, political and ideological education, do not let complicated problems occur, do not let the implementation of the policy of rearranging the apparatus of the political system affect the implementation of economic development tasks. Proactively plan personnel, records, documents, assets, equipment, means... to implement immediately after the project is approved. General Luong Tam Quang hopes that the Provincial Party Committee, with a spirit of determination, will strongly, synchronously and drastically deploy solutions to successfully implement the 2025 economic growth scenario, determined to achieve the set growth target, renew thinking, promote the application of science and technology, innovation and digital transformation, identifying this as the main driving force to create a breakthrough in labor productivity, efficiency and competitiveness of the economy.

Regarding some recommendations and proposals of the Standing Committee of the Ha Nam Provincial Party Committee, the Inspection Team will collect them all and report to the Politburo and the Secretariat for consideration and resolution. Regarding the contents that the Standing Committee of the Provincial Party Committee explains, clarifies, and adds to the Draft Report, the province is requested to promptly exchange in writing so that the Team can synthesize and complete the draft report to the Politburo and the Secretariat.

Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, seriously accepted the opinions, directions, and conclusions of Comrade General Luong Tam Quang, Politburo member, Minister of Public Security, Head of the Inspection Team. The Provincial Party Committee Secretary and Chairman of the Provincial People's Committee requested the members of the Provincial Party Committee Standing Committee, leaders of departments, branches, and localities, according to their assigned functions and tasks, to proactively and promptly implement solutions and measures to overcome the shortcomings and tasks that the Inspection Team pointed out, in order to do better in the coming time. The Provincial Party Committee Secretary and Chairman of the Provincial People's Committee requested the Provincial Party Committee Office to fully synthesize the recommendations, so that the province can have an official written report to send to the Inspection Team to complete the report.
