International solidarity and cooperation to respond to global challenges

On May 20, Japanese Prime Minister Fumio Kishida and his wife held an official welcoming ceremony for Prime Minister Pham Minh Chinh and heads of delegations attending the expanded G7 Summit.

Unprecedented crisis response

The first session, themed “Working together to handle multiple crises,” was attended by senior leaders from the G7 countries, eight guest countries and several international organizations. The leaders discussed measures to respond to unprecedented crises that are occurring more frequently in many areas such as food, health, economic development, etc.

In his speech at the meeting, Prime Minister Pham Minh Chinh stressed that the current unprecedented context requires actions beyond precedent with a global, all-people approach and upholding multilateralism. The urgent need is to promote and create new driving forces for the recovery of global economic growth and development in a greener, cleaner, and more sustainable direction.

Prime Minister Pham Minh Chinh also proposed the need to improve the effectiveness of global economic governance, strengthen policy coordination, especially in terms of interest rates, monetary finance, trade and investment, and reform the multilateral trading system with the central role of the WTO. The Prime Minister welcomed the G7 initiative on the Global Infrastructure and Investment Partnership (PGII). He suggested that the G7 continue to support developing countries through providing green finance and cooperation in developing strategic infrastructure systems, especially in transport.

The Head of the Vietnamese Government also delivered a message on promoting more substantive and effective global partnerships, emphasizing that promoting international solidarity and persistent multilateral cooperation are the keys to addressing current complex challenges. In that spirit, the Prime Minister affirmed that Vietnam highly values ​​the Hiroshima Declaration of Action on global self-reliant food security.

The Prime Minister also suggested that the G7 and its partners step up opening agricultural markets, promote green agricultural cooperation, and strengthen cooperation to ensure global food security. Vietnam is ready to boost food production to contribute to the implementation of the Hiroshima Declaration.

Accordingly, determination and action on a global scale to implement the Sustainable Development Goals (SDGs) are more important than ever. The Prime Minister called on G7 countries and development partners to have specific action plans and increase resource support to implement the SDGs.

At the meeting, G7 leaders and guests shared their views and proposed solutions to create new momentum for the 2030 Agenda for Sustainable Development. The meeting approved the vigorous implementation of the Hiroshima Declaration of Action on Global Self-Reliant Food Security, initiated by Japan.

Vietnam commits to net zero emissions

On the same afternoon, Prime Minister Pham Minh Chinh attended and spoke at the session "Joint efforts for a sustainable planet", focusing on important topics including climate change adaptation, sustainable energy transition and environmental protection.

The Prime Minister emphasized that the message of sustainable development, climate change response, emission reduction and energy transition can only be successful through a global, all-people approach, promoting multilateralism, self-reliance and self-reliance of each country and extensive international cooperation.

The Prime Minister expressed his views on ensuring fairness and rationality, taking into account different conditions and levels among countries; ensuring strategic balance between clean energy transition and global energy security; building fair, diverse, highly practical energy transition roadmaps that are consistent with market rules.

At the same time, it is recommended that G7 countries and international organizations increase support for developing countries in technology transfer, improving capacity in institutions, infrastructure, human resources, governance methods, and building a clean energy development ecosystem.

The Prime Minister said that G7 countries need to prioritize timely and effective implementation of financial commitments for development, meeting the urgent need to cancel, extend and restructure debt for poor countries. The Prime Minister proposed a creative approach in mobilizing diverse financial sources, focusing on public-private partnership (PPP), mixed finance associated with the participation of the private sector and foreign investment.

In particular, the Prime Minister affirmed his determination to achieve the goal of net zero emissions by 2050, although Vietnam is still a developing country, in transition, and has experienced many wars. In addition, the Prime Minister emphasized his support for Japan's "Asian Net Zero Emissions Community" (AZEC) initiative and proposed that G7 countries and partners continue to accompany Vietnam in implementing the Just Energy Transition Partnership (JETP) in a practical and effective manner. Thereby, contributing to helping Vietnam promote its potential and advantages, become a regional renewable energy center, and deeply participate in supporting industrial production chains for clean energy and circular economy.

The Prime Minister also expressed his wish to continue receiving effective support and cooperation in managing and sustainably using water resources, improving the capacity to respond to climate change and rising sea levels, especially in the Mekong Delta region of Vietnam, as well as supporting the sustainable development of the Mekong Sub-region.

At the meeting, many leaders shared Prime Minister Pham Minh Chinh's assessment of the importance of solidarity and international cooperation in responding to global challenges, as well as the requirement to quickly make up for the financial shortfall in climate change adaptation.

Leaders supported Vietnam’s stance on balancing the implementation of the net zero emissions target with ensuring energy security. Many countries emphasized that the energy transition can be implemented with many different roadmaps, suitable to each country’s circumstances and conditions.

Within the framework of the conference, the Prime Minister also attended an event on the PGII Initiative. This is an important initiative of the G7 group in promoting high-quality infrastructure investment in developing countries through public finance mobilization and public-private partnership.

Today, May 21, the expanded G7 leaders will continue to attend the 3rd meeting on the theme "Towards a peaceful, stable and prosperous world".
