On February 29, the monitoring delegation of the National Assembly Delegation of Thanh Hoa province led by Comrade Mai Van Hai, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of the province, conducted a thematic monitoring program on the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units in the period of 2018-2023 in Nong Cong district and Thanh Hoa city.

According to reports from localities, implementing the spirit of Resolution No. 19-NQ/TW of the Party Central Committee (12th tenure) and the plan and instructions of the province, the People's Committee of Nong Cong district and the People's Committee of Thanh Hoa city have promptly organized and effectively implemented legal policies according to regulations. At the same time, they directed specialized agencies to proactively develop documents to review and reorganize public service units, streamline payroll, and improve the quality of human resources in public service units.

During the process of restructuring and innovation, the management of staff at public service units has been given attention, ensuring requirements; the facilities of the units after restructuring are managed and used in accordance with regulations. Nong Cong district currently has 105 public service units, down 11 units; 91 civil servants have been streamlined compared to 2016. Thanh Hoa city currently has 123 units, down 12 focal points; 183 civil servants have been streamlined compared to 2015.

However, the implementation in Nong Cong district and Thanh Hoa city still has some shortcomings and limitations: The staffing quota and number of employees in most public service units are still low, some units still lack human resources compared to the task requirements, especially in the education sector, so the implementation of the staff reduction policy still faces many difficulties.

The number of public service units that are self-sufficient in regular expenditure is still low, due to many socio-economic difficulties, so the ability to socialize some services is limited. Revenue from fees and service provision activities of some public service units is unstable, affecting the ability to increase autonomy to move towards self-sufficiency in all regular expenditure...
